DEFINITION: This is highly responsible managerial work planning and directing the activities and functions of the Strategic Planning and Finance Office within the Department of Transportation (DOT).
The employee in this job directs the development and implementation of programs and policies that maximize and expand funding for transportation investments in the commonwealth. Work involves directing strategic planning and administration activities; overseeing contracting, invoicing, and fiscal activities associated with strategic planning and newly identified alternative funding for transportation system investments; reviewing and analyzing federal and state legislation or issues, and advising executives on the impact to agency programs and funding; analyzing, developing, and recommending program policies, procedures, and strategies to meet goals and objectives; and evaluating the benefits, costs, and risks of alternative funding programs, projects, and plans. Work also involves meeting with high level executives to gather information and resolve issues related to strategic planning and finance; and recommending strategies to obtain alternative funding and revenue sources. Supervision is exercised over professional staff. Work is performed with considerable independence under general direction of the Deputy Secretary for Planning and is reviewed through conferences and reports for goals and objectives attained.

• Plans and directs all department-wide activities for the strategic administration, contracting, and innovative financing functions for state transportation system investments.
• Directs and supervises a diverse team of consultants responsible for the development of feasibility studies, economic studies, environmental analysis, community outreach, legislative strategies, civil engineering designs, and program or project schedules.
• Collaborates with program managers to develop a comprehensive strategy for project delivery.
• Represents the agency and executives on task forces, boards, and committees related to transportation strategic planning and investments.
• Oversees the preparation of work products and reports for operational areas.
• Directs the development of products that are required by state and federal regulations and laws or by agency executive staff in support of decision-making for the commonwealth’s strategic investments and financing.
• Provides guidance and recommendations to agency executive staff on a variety of complex and sensitive initiatives.
• Advises agency executive staff on federal and state issues which impact agency programs.
• Develops agency initiatives to obtain strategic goals and objectives.
• Manages activities for strategic initiatives for the Deputy Secretary for Planning, including managing or chairing workgroups and committees.
• Performs the full range of supervisory duties.
• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of the principles and practices of transportation planning and programming.
• Knowledge of strategic planning methods and techniques.
• Knowledge of the legislative and administrative requirements for securing and utilizing transportation funding.
• Knowledge of the techniques of collection, validation, analysis, and projection of transportation planning data.
• Knowledge of the principles and practices of employee supervision.
• Knowledge of the use and functionality of Microsoft Office Suite.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• Eight years of professional transportation planning, financial operations, or transportation engineering experience involving strategic planning, communications, policy development, procurement, or financial management work, which includes four years of supervisory experience; and a bachelor’s degree in finance, public administration, business administration, civil engineering, environmental engineering or a closely related field;
or
• Eight years of professional experience in transportation planning, financial operations, or transportation engineering experience involving strategic planning,
communications, policy development, procurement, or financial management work, which includes four years of supervisory experience; and six years of fiscal or engineering-related technical work experience;
or
• An equivalent combination of experience and training.
