JOB TITLE: DIRECTOR, OFFICE OF FINANCIAL MANAGEMENT & ADMINISTRATION, PCCD

DEFINITION: This is professional and managerial work directing the budget administration, financial and grants management, and administrative support operations for the Pennsylvania Commission on Crime and Delinquency (PCCD).

The employee in this job directs, through subordinate managers, the budget, financial and grants management, and administrative support services for PCCD and serves as the principal advisor to the Executive Director and managers on all related matters. An important aspect of the work involves serving as a representative of the Executive Director with high level officials at federal, state, and local levels to provide guidance or resolve financial and grants management issues. Work involves determining goals, objectives, and priorities for financial management and administration programs; developing policy recommendations and strategic plans for the commission’s consideration; conducting and managing special studies or projects; and reviewing proposed legislation for impacts on the commission’s programs. Supervision is exercised over a professional, technical, administrative, and clerical staff. Work is assigned in the form of overall objectives and is reviewed by the Executive Director for adherence to broad policy and general management guidelines.

• Directs PCCD budget administration, financial and grants management, and administrative operations through subordinate managers.

• Directs the review and analysis of program budget proposals, the preparation and execution of the commission’s budget, and the monitoring of program budgets.

• Directs staff in monitoring state and federal grant program compliance and grant expenditures, conducting grant financial audits, responding to single audit reports, and providing technical assistance to subgrantees.

• Directs administrative functions including human resource services, contractor responsibilities, procurement of commodities and services, fleet management, and office services.

• Serves as the chief advisor to the Executive Director and commission members on issues concerning budget, financial and grants management, and administrative matters.

• Represents the Executive Director and the commission at meetings and other high-level events with federal, state, and local officials.

• Develops, modifies, and implements policies, procedures, and regulations for the commission’s budget, financial and grants management, and administrative operations.

• Reviews legislation for impact on the commission’s budget and fiscal programs.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices of administration.

• Knowledge of budgeting principles and practices.

• Knowledge of generally accepted accounting practices.

• Knowledge of office support principles and practices.

• Knowledge of the principles of employee supervision.

• Ability to read, analyze, and interpret policies, procedures, and regulations.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Six years of professional budget administration, financial management, grants management, or administrative services experience, which include three years of supervisory experience, and a bachelor’s degree in finance, business administration, or a closely related field;

or

• Six years of professional budget administration, financial management, grants management, or administrative services experience, which include three years of supervisory experience, and four years of paraprofessional experience in financial analysis or administrative services;

or

• An equivalent combination of experience and training that includes three years of professional supervisory experience in budget administration, financial management, grants management, or administrative services.
