CORRECTIONS INSTITUTIONAL BUSINESS MANAGER 1

DEFINITION: This is professional administrative work directing all business management services at a state correctional facility and assigned Community Corrections Center facilities with a combined inmate population of less than 1,750.

An employee in this job is responsible for planning and directing budget administration and fiscal control, maintenance of inmate accounts, procurement, storekeeping, information technology support, and mailroom
operations. Work involves determining goals, objectives, and priorities for budget preparation, fund allocation, and budget monitoring; developing and implementing fiscal policies and procedures for the management of inmate accounts; establishing standards and guidelines for controlling the purchase, receipt, inventory, and distribution of a large volume and wide variety of supplies, materials, equipment, and services; planning and organizing information technology services; overseeing the processing of inmate mail; and supervising professional, technical, and clerical employees. An important aspect of this work involves serving as the principal advisor to the facility’s Superintendent and other facility and agency staff concerning the allocation and management of funds to support current operational requirements and planning for future expenditures. Work is performed independently within the framework of departmental and facility policies and procedures. Supervision is received through a review of reports and conferences with an administrative
supervisor.

EXAMPLES OF WORK: Directs and coordinates, through subordinate staff, the full range of business services including budget administration, fiscal planning and control, accounting, procurement, storekeeping,
information technology, and mailroom operations.

Prepares or assists in the preparation of operating and capital budgets including budget forecasts of operating expenditures, equipment requirements, and capital improvement.

Serves as liaison with central office staff concerning budget preparation and allocation of funds.

Directs the compilation and analysis of statistical and fiscal information to formulate budgetary reports.

Develops and updates facility policies and procedures.

Interprets and ensures compliance with departmental and facility policies and procedures.

Develops and maintains financial controls and procedures as required to ensure maximum utilization of financial resources.

Confers with facility managers regarding service needs and logistical requirements and takes necessary action within budgetary and policy constraints.

Serves as a member of the facility management team in formulating long range planning to achieve facility goals.

Conducts periodic inspections of assigned areas for adherence to operational policies and procedures.

Coordinates the development of contractual agreements with other agencies and vendors.

An employee in this job may participate in the performance of subordinates’ work consistent with operational and organizational requirements.

Performs the full range of supervisory functions.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices of public administration.

Knowledge of the principles and practices of budget administration.

Knowledge of the principles and practices of accounting.

Knowledge of the methods used in the collection, analysis and preparation of financial reports.

Knowledge of the principles and practices of purchasing.

Ability to analyze and interpret policies and procedures.

Ability to communicate effectively in writing.

Ability to communicate effectively orally.

Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: Two years of professional budgeting, accounting, and purchasing experience, and a bachelor’s degree;
