JOB TITLE: FACILITY CHIEF OPERATING OFFICER, DHS

JOB CODE: 08466

DEFINITION: This is professional managerial work integrating and coordinating the administrative and operational support services with individuals’ care and treatment services at a state operated facility within the Department of Human Services (DHS).

An employee in this job manages the daily operations related to the facility’s fiscal, dietary, procurement, warehouse/storekeeping, maintenance, transportation, laundry, communications, safety, and security functions. Work involves administrative and operational planning; interpreting and applying departmental, state and federal regulatory, certification and accreditation requirements; directing the development and implementation of policies, procedures and standards; and controlling, monitoring and ensuring integration of administrative and operational resources with the facility’s clinical and therapeutic functions. Work also requires close coordination and consultation on human resource issues by acting in a liaison capacity between central human resources staff and the facility. Supervision is exercised over a staff of clerical, technical and professional employees. Work is performed independently under the general supervision of an administrative supervisor and is reviewed through reports and conferences.

• Serves as a member of the facility’s executive management team in formulating long and short range planning, policy or procedural changes, and in implementing improved methods and techniques to support and accomplish the facility’s mission.

• Confers with and makes recommendations to facility management regarding operational needs to meet clinical care and treatment program goals and objectives.

• Plans, organizes and directs facility fiscal, accounting, procurement, disbursement and revenue collection functions.

• Plans, organizes and directs facility operations related to dietary, warehouse/storekeeping, maintenance, transportation, linen/laundry, communications and safety, and security functions.

• Prepares or directs the preparation of operating and capital budgets to include personnel and operating expenditures, materials requirements, and facility renovations and capital improvements.

• Manages the allocation of financial, material and staffing resources.

• Initiates, negotiates and monitors contractual agreements with other agencies and vendors for the delivery of goods and services.

• Conducts periodic facility inspections to ensure operational efficiency, overall safety and security, and compliance with life safety code requirements.

• Participates in and coordinates outside agency surveys and audits, investigations and special projects. 

• Develops and manages the implementation of plans of corrective action to address operating deficiencies identified internally and by independent auditing, investigatory or survey teams.

• Plans and assesses current and long range staffing and staff development needs.

• Prepares, reviews and approves correspondence and reports regarding administrative and operational activities.

• Represents the facility to provide information or clarification on administrative and operational activities to interested parties.

• Serves as the official in charge in the absence of the facility director.

• Performs the full range of supervisory duties.

• An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices of office management and administration related to budgeting, accounting, purchasing, human resources, or management methods.

• Knowledge of the principles and methods of evaluating operational efficiency and effectiveness.

• Knowledge of the principles and practices of employee supervision.

• Ability to analyze and interpret policies, procedures and regulations.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Six years of professional experience in budgeting, accounting, purchasing, human resources, or management methods work, including three years in a supervisory or managerial capacity, and a bachelor's degree;

or

• An equivalent combination of experience and training, which includes three years of supervisory or managerial experience in budgeting, accounting, purchasing, human resources, or management methods work.
