DIRECTOR, FINANCIAL MANAGEMENT AND PLANNING, OCDEL
DEFINITION:
This is highly responsible administrative work in directing a comprehensive management services program for the Office of Child Development and Early Learning (OCDEL) in the Department of Public Welfare (DPW) and the Pennsylvania Department of Education (PDE).
The employee in this job is responsible for planning, organizing, managing, and directing the policy development, implementation, and analysis of administrative activities required to carry out the functions and programs of OCDEL. Work involves developing OCDEL policies, procedures, and strategies and directing administrative functions related to fiscal management, budget development and monitoring, audit resolution, procurement and contract development, public relations, program planning/management methods development, human resources coordination, and other office services; directing the development of policies and procedures and overseeing work involving information technology (IT) planning and support, statewide data collection, analysis and reporting, and financial forecasting functions; implementing and interpreting rules, regulations, policies, and procedures concerning administrative activities; and serving as the principal advisor to the Deputy Secretary on administrative matters. Work includes frequent interaction with DPW and PDE executive management, public and private officials, vendors, and suppliers to deliver the operating support necessary for the attainment of OCDEL's goals and objectives. Supervision is exercised over a professional, technical, administrative, and clerical staff. Work is performed with a high degree of independence under the general direction of the Deputy Secretary for Child Development and Early Learning and is reviewed for conformance with overall DPW and PDE policies and objectives through periodic conferences and reports.
EXAMPLES OF WORK:
Plans, directs, and coordinates a comprehensive management services program for all child development and early learning programs.
Develops, interprets, implements, and evaluates OCDEL policies, regulations, and procedures for fiscal management, budget development and monitoring, audit resolution, procurement and contract development, program planning/management methods development, human resources coordination, and other office services.
Directs the review of federal and state regulations and state policy and procedures to determine the need for developing new administrative methods and procedures, IT and data system changes, and financial resource changes and directs the development and implementation of these changes.
Directs and coordinates the Request for Proposals for needed services, equipment, and capital resources.
Directs the development of OCDEL's budget request, rebudget, program revision requests (PRRs), allotment schedules, funding alternatives, and blue book (budget hearings) material.
Makes recommendations to the Deputy Secretary on the allocation, use, and management of fiscal, human resources, information technology, and capital resources, the control of service provider invoicing, and the allocation and expenditure of budgeted resources.
Serves as the program office fiscal expert and participates in discussions and negotiations pertaining to child development and early learning budgetary, funding sources, and fiscal operations.
Directs the review of all contractual agreements to assure compliance with existing laws and regulations.
Confers and consults with program staff, departmental officials, other state and county agency officials, private vendors, and contractors concerning the OCDEL administrative services, fiscal resource needs, and budgetary requirements.
Directs the overall planning, development, modifications, and implementation of all OCDEL systems comprised within Pennsylvania’s Enterprise to Link Information for Children across Networks (PELICAN).
Maintains liaison with the Bureau of Information Systems to develop, design, and maintain IT programs and systems to meet state/federal reporting requirements and management informational needs.
Plans and directs OCDEL administrative functions including procurement, contract development, space utilization, telecommunications, forms/records control and management, inventory, and special program projects in order to ensure the availability of adequate material resources.
Oversees the analysis of data and the identification of trends necessary for effective program planning.
Directs the preparation of estimates, analyses, and forecasts for use in administrative, program, and budget planning to include cost and effects of proposed or actual legislative, procedural, or policy changes.
Directs the monitoring and review of invoices and expenditure reports of service delivery.
Plans, directs, and coordinates corrective actions and responses to federal and state audit/review findings and recommendations in order to defer or disallow federal financial participation.
Performs the full range of supervisory duties.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES:
Knowledge of the functions and resources of federal child development and early learning programs.
Knowledge of the laws, rules, and regulations governing the administration of child development and early learning programs.
Knowledge of the principles and practices of public administration.
Knowledge of the principles and practices of budgeting and fiscal management.

MINIMUM EXPERIENCE AND TRAINING:
Five years of professional administrative experience in budgeting and procurement that included three years in a supervisory capacity, and a bachelor's degree;
or
An equivalent combination of experience and training that includes three years of professional supervisory experience in budgeting and procurement.
