JOB TITLE: DIRECTOR OF PROGRAM DEVELOPMENT AND MANAGEMENT, TRANSPORTATION

DEFINITION: This is highly responsible managerial work directing the Center for Program Development and Management in the Department of Transportation.
The employee in this job is responsible for planning, developing and evaluating the department’s program planning and management activities. Work involves overseeing the resolution of transportation long range planning and short range programming issues with county and regional agencies. An important aspect of the work includes the development of more effective utilization of state and federal funds. Supervision is exercised over professional managerial and administrative staff. Work is performed with considerable independence and is reviewed by the Deputy Secretary for Planning through conferences and reports to determine program effectiveness.

• Plans, organizes, and directs all Center for Program Development and Management activities.
• Develops, recommends, and implements policies for department-wide program development and management.
• Confers with other top level management officials, bureau directors, and district officials and various other technical personnel to review work priorities and resolve issues related to services provided by assigned staff.
• Keeps abreast of overall program planning requirements in the department to determine which work should be granted various priorities for available staff development time.
• Directs the preparation and presentation for approval of the department’s 12-year and annual construction, maintenance, and grant programs.
• Directs analytical studies toward more effective use of state and federal funds and ensures the department utilizes an accurate and practical system of program monitoring to implement the department’s improvement program as rapidly as possible within cash flow constraints.
• Directs the functions related to statewide and regional transportation planning contracts and associated invoices including the Liquid Fuels Program and the Statewide Planning and Research Program.
• Directs the department's statewide transportation planning and project implementation programs and oversees the planning and programming of state and local bridge projects and coordination of new initiatives.
• Works with Metropolitan Planning Organizations, Rural Planning Organizations, and the State Transportation Commission (STC) to reach decisions on all transportation programs and other issues impacting program development.
• Performs the full range of supervisory duties.
• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.
• Performs related work as required.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):
• Nine years of responsible management or staff work experience, which includes work in both of the following fields: (1) Public or private program management, (2) Government project and program planning and development, including five years in an administrative or supervisory capacity; and a bachelor’s degree;
or
• An equivalent combination of experience and training.
