JOB TITLE: DIRECTOR, PUBLIC-PRIVATE TRANSPORTATION PARTNERSHIP OFFICE

DEFINITION: This is responsible professional and administrative work directing, planning, promoting and implementing all aspects of Pennsylvania’s Public-Private Transportation Partnership (P3) Program in the Department of Transportation.

The employee in this job plans, organizes and directs P3 operations and serves as the principal advisor to the Deputy Secretary for Planning, executive staff, the P3 Transportation Board, the Governor’s Office, legislators and public or private development entities, on matters pertaining to the promotion, marketing, planning and implementation of Pennsylvania’s P3 program and projects. A significant aspect of the work involves executing the strategic vision set forth by the P3 Transportation Board through the development, coordination, and implementation of policies and procedures. Work involves providing analysis and interpretation regarding existing P3 statute, regulation and policy implementation; leading P3 project screening functions; coordinating with commonwealth agency and private entity planners in the evaluation and application of screening criteria for candidate transportation plans or projects; and providing recommendations to the P3 Transportation Board. Work also involves overseeing the development of all P3 projects approved by the P3 Transportation Board; leveraging the financial, commercial, procurement and technical expertise required to develop, procure and execute each project; and appointing project managers or liaisons to provide support, oversight and coordination services for approved P3 projects. Other work involves overseeing contract compliance duties; reviewing updates to financial models, evaluating revenue sharing provisions, monitoring refinancing activities, reviewing audited financial statements used to document P3 project funding and use of public funds, and ensuring compliance with federal and commonwealth requirements; representing the Secretary or the Deputy Secretary for Planning at meetings; and preparing reports, correspondence, and presentations. Work is performed under the general direction of the Deputy Secretary for Planning and is reviewed through evaluation of program results, conferences, or reports.

• Plans, organizes and directs all aspects of the P3 Office, and its programs, operations and projects.

• Serves as the senior advisor to the Deputy Secretary for Planning on all P3 initiatives, policy and project planning, formulation and implementation by participating in the review and decision making for developing and implementing P3 policies and operating procedures.

• Confers with cabinet level officials, legislators and other commonwealth executives, to gather information and resolve program conflicts.

• Presents P3 project proposals, policies and factors weighed in the project and policy development and review process to legislative committees.

• Coordinates and leads the implementation of legislative and regulatory changes to P3 programs and projects.

• Identifies, screens and prioritizes candidate P3 Projects for approval by the P3 Transportation Board.

• Assists the Deputy Secretary for Planning in establishing and directing the implementation of P3 Program goals, objectives, and quality assurance measures.

• Works with executive and managerial staff to identify problems and issues in P3 Program operations that have significant department and commonwealth impact and recommends appropriate action to the Secretary.

• Represents the Secretary or the Deputy Secretary for Planning at various meetings and conferences.

• Performs research on critical issues affecting program operations and provides advice on unusual, difficult, sensitive, or precedent setting issues.

• Manages and tracks P3 project progress against project plans to ensure projects are on schedule and takes corrective action if they are behind schedule.

• Reviews estimates and ensures project managers adjust and revise estimates for all phases of P3 projects including planning, analysis, design, testing, construction, and maintenance.

• Identifies major issues and provides direction to executive staff to ensure appropriate action occurs.

• Monitors and evaluates program performance.

• Performs the full range of supervisory duties.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices of public administration.

• Knowledge of the structure and operations of state government, and its relationship to federal, regional and local governments.

• Knowledge of the legislative process, and the authority and responsibility of various legislative committees.

• Knowledge of the principles and practices of project management methodology.

• Knowledge of the principles and practices of project leadership.

• Knowledge of research methods and techniques.

• Ability to analyze and interpret written information, such as federal and state legislation, regulations and policies.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Six years of professional administrative, staff or consultative experience, which includes three years of project management experience, and a bachelor’s degree in political science, public administration, or a related field;

or

• An equivalent combination of experience and training.
