JOB TITLE: DIRECTOR, BUREAU OF FISCAL MANAGEMENT, TRANSPORTATION

DEFINITION:

This is managerial, administrative, and budgetary work directing the Bureau of Fiscal Management in the Department of Transportation.

The employee in this job is responsible for directing and administering a comprehensive fiscal program consisting of the department's budget process, accounting, and auditing operations. Motor License Fund responsibilities include short and long range financial planning through revenue, bond, and cash flow analysis. Work includes considerable responsibility in aligning the budget with program priorities by working with the department leadership and the Governor’s Office staff to develop and implement spending plans and procedures. General supervision is exercised over a professional staff through direct supervision of unit heads responsible for execution of assigned responsibilities. Work is performed with a high degree of independence under the Deputy Secretary for Administration. Work is reviewed for adherence to established policies and procedures and attainment of program goals through performance meetings and written reports.

Plans, directs, and coordinates the development of department budget strategies, policies, and procedures.

Manages the review of individual budget requests from department organizations for inclusion in the agency budget.

Directs the preparation of the agency request documents for submission to the Governor's Office of Budget, the preparation of budget summaries and supplemental materials for presentations to the Governor's Office and legislative committees, and the preparation of the re-budget in coordination with department officials.

Directs the development of short and long term financial plans for the Motor License Fund and its restricted sub-accounts which includes the analysis of existing or proposed revenue sources, different levels of program expenditures, bond capability and options, and cash flow impacts.

Serves on the Program Management Committee developing strategies to maximize federal funds usage and to achieve department project and grant objectives.

Proposes or reviews modifications to the commonwealth’s SAP and related department systems, as well as related subsystems specific to department operations.

Manages the department budget throughout the fiscal year by ensuring budget problems are resolved, providing guidance to department organizations and officials in their budget implementation activities, and answering legislative and public inquiries on fiscal-related related items.

Manages the financial and cost accounting operations for the department.

Manages staff who perform audits on various programs within the department.

Performs the full range of supervisory duties.

The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

Knowledge of the principles and practices of budget administration.

Knowledge of the principles and practices of public administration.

Knowledge of the structure and operations of government including financial administration, personnel management, budgeting, and general services administration.

Knowledge of the principles and practices of employee supervision.

Knowledge of the principles of statistical analysis.

Ability to identify, analyze, and interpret trends from detailed reports and factual data.

Ability to read and interpret written materials, such as laws, policies, and regulations.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES: (NOTE: These are expected of an employee performing the work of this job at the full performance level. Knowledge of Government Accounting Standards Board (GASB) pronouncements.

Knowledge of federal laws, rules, regulations, policies, and procedures related to financial accounting and auditing functions.

Knowledge of the principles and practices of economic analysis.

Ability to develop, interpret, and implement policies and procedures, and analyze and evaluate the effectiveness of programs.

Ability to coordinate the activities of program areas and resolve conflicts as necessary.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

Seven years of professional experience in technical budget administration work, including three years of experience in a supervisory capacity; and a bachelor's degree;
