DIRECTOR, BUREAU OF FINANCIAL MANAGEMENT, LABOR AND INDUSTRY
DEFINITION:
This is responsible managerial work directing the Bureau of Financial Management in the Department of Labor and Industry.
The employee in this class functions as the Finance and Budget Director for the Department and is responsible for planning, directing and coordinating the development and provision of financial policy, systems support, reports, monitoring and technical services to provide for the accountable and effective management of State and Federal Funds including Employment Security, Job Training, Vocational Rehabilitation, Hiram G. Andrews Center, and the State Workers' Insurance Fund; directs a specialized program to gather, summarize and report on cost and activity of the Unemployment Compensation Program; and administers an audit program to ensure compliance with Federal laws and to identify overpayments of benefits and prevent fraud in the Unemployment Compensation program. Work includes making recommendations to establish parameters for new or revised program initiatives through analysis and evaluation of financial resources and for the allocation, use and management of the Department's fiscal resources to insure program goals and objectives are met and providing guidance and direction in budget preparation and monitoring. An important aspect of this position is serving as Chief advisor to the Secretary and Executive staff on financial matters. Work involves planning, organizing and assigning work of subordinates, preparing employee Performance Evaluation Reports; receiving and resolving grievances and complaints; and fulfilling other management functions. Work is performed within broad goals and objectives established by the Office of Budget, Treasurer, and federal agencies. General administrative direction and direct supervision is provided by the Deputy Secretary for Administration.
EXAMPLES OF WORK:
Directs the preparation, review, analysis, and execution of the Department's budget and the allocation of all State and Federal Funds for the Department.
Directs the development, implementation and monitoring of policies and procedures governing fiscal management for the Department by establishing goals and objectives to meet Federal and State standards.
Advises the executive staff on the allocation, use, and management of the Department's fiscal resources to insure that program goals and objectives are met.
Meets with program managers to provide guidance on budget preparation and effective use of allocated funds.
Directs and reviews the work of the Cost Model Division in analyzing and monitoring Unemployment Compensation workload and staff earnings.
Directs and evaluates the work of the Internal Audits Division in reviewing operation of Employment Security Programs to insure compliance with Federal laws.
Coordinates audit activity for State and Federal agencies with all departmental programs; provides requested information to auditors within required timeframes.
Analyzes pertinent State Legislation as well as financial data from federal agencies to determine the potential impact upon the Department's budget.
Plans, assigns and reviews the work of subordinate professional and technical staff; establishes work standards for employees; prepares Performance Evaluation Reports.
Employees in this class may participate in the performance of their subordinates work consistent with operational or organizational requirements.
Performs related duties as required.
REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES:
Knowledge of the principles and practices of budget administration as related to state and federal government laws, practices, procedures, and objectives.
Knowledge of the principles and practices of public administration and finance.
Knowledge of the current theories and practices of financial and budget administration.
Knowledge of the principles and practices of governmental accounting.
Knowledge of the general principles of statistical and economic analysis.
Knowledge of state and federal rules and regulations governing unemployment compensation benefit determinations, employer tax contributions, and job service programs.
Ability to plan and direct the preparation, analysis and control of a large departmental budget and the review and approval of Department contracts.
Ability to develop, implement and monitor policies and procedures governing fiscal management for the Department.
Ability to apply the general principles of statistical and economic analysis.
Ability to administer the workload/staffing analysis program pertaining to unemployment compensation activities in Pennsylvania.
Ability to provide direction and guidance to program administrators in the most effective use of fiscal resources.
Ability to plan, organize and assign work, determine work priorities, set goals and standards and review work performance.
Ability to evaluate the training needs of subordinates and to arrange for further education and training.
Ability to evaluate employee performance and to prepare and sign employee Performance Evaluation Reports.
Ability to interpret collective bargaining contracts applicable to the work performed by the organization.
Ability to interpret Commonwealth and Departmental rules, regulations, policies, and procedures.
Ability to establish and maintain effective working relationships with subordinates, program managers, federal and state officials, and the public.
MINIMUM EXPERIENCE AND TRAINING:
Six years of progressively responsible experience in technical budget administration work, including three years of administrative and supervisory experience, and a bachelor's degree in Business Management, Finance, Accounting, or a closely related field;
or
Any equivalent combination of experience and training.
