DIRECTOR, BUREAU OF HISTORIC PRESERVATION

DEFINITION: This is professional level work in administering the Commonwealth's historic preservation program of the Pennsylvania Historical and Museum Commission in coordination with the Federal historic preservation program.

Work involves administration of Pennsylvania Historical and Museum Commission preservation activities from an architecturally historic and archeological perspective, and administration of the Federal Historic Preservation Act and applicable Commonwealth historic preservation requirements. The employee in this class is responsible for the development and planning of programs and policies to protect the historic resources of the Commonwealth whether public or private, stimulating public interest and awareness in preservation activities and opportunities, and providing information, developing funding, rendering assistance, and consultation in preservation projects. Supervision is exercised over professional staff identifying, documenting, evaluating, and registering architecturally significant buildings, structures, districts, neighborhoods, and other areas in the historic preservation program of the Commonwealth. Supervision includes planning and organizing work; assigning work; determining work priorities; reviewing work performance; evaluating employee performance and preparing and signing employee Performance Evaluation Reports; receiving and resolving grievances and complaints; interviewing and recommending employee selection; reviewing and approving leave requests; and evaluating the training needs of subordinates. Work is performed with a high degree of independence, subject to the review of the assistant executive director for program effectiveness.

EXAMPLES OF WORK: Directs a professional staff in identifying, documenting, certifying, and registering architecturally significant buildings, structures, districts, neighborhoods, and other areas of interest to the historic preservation program of the Commonwealth.

Plans and budgets the historic preservation program on an annual basis.

Directs and coordinates the activities of the staff to meet annual program goals.

Plans and organizes work, assigns work, determines work priority, and reviews work performance of staff supervised.

Evaluates employee performance and prepares and signs employee Performance Evaluation Reports.

Reviews and signs employee Performance Evaluation Reports as reviewing officer.

Receives grievances and complaints, conducts initial investigation into causes and conditions, discusses with employee, and resolves or recommends solutions to grievances and complaints.

Interviews prospective employees and recommends employee selection or ranks applicants in terms of preferability for employment.

Interprets rules, regulations, policies, procedures, standards, and objectives of the program for subordinates.

Interprets contractual and administrative rights and obligations for subordinates and modifies work environment or process to conform to changing conditions.

Approves or disapproves leave requests.

Initiates corrective disciplinary action for minor misconduct by subordinates and recommends major corrective disciplinary action or dismissals.

Evaluates educational training needs of subordinates and trains and/or requests further education and training courses for subordinates.

Directs staff in the identification, acquisition, restoration, and preservation of the historic resources of the Commonwealth.

Supervises the survey, documentation, identification, and certification of historic resources and disseminates results to historical societies, preservation organizations, local governments, the Pennsylvania Historical and Museum Commission and Federal Historic Preservation Program Administrators.

Administers Federally mandated programs to identify, evaluate, and recognize historic sites and properties, certifies the significance of sites and properties for Federal tax incentives.

Reviews Federally funded or licensed projects for their impact upon historic properties.

Administers Federal grant funds for program administration and historic preservation activities, plans, and development.

Facilitates the nomination of historically significant properties through the State Historic Preservation Board to the National Register of Historic Places.

Assists communities in establishing municipal historic districts under the provisions of State enabling legislation and prepares districts for certification by the Pennsylvania Historical and Museum Commission.

Provides public information on preservation through the news media, public speaking engagements, annual conference, special programs, educational programs, workshops and seminars, the publication of articles in preservation and historic journals, handbooks, brochures, and a quarterly newsletter.

Acts as liaison with Federal historic preservation program administrators in procuring or facilitating Federal historic preservation grants moneys.

Interprets and administers Federal, and state laws and evaluations protecting historic properties for the Commonwealth, the Pennsylvania Historical and Museum Commission, Historical Societies and Associations, and interested citizens.

Participates in state and National historic preservation policy development.

Develops, coordinates, and implements policies for the Bureau for Historic Preservation to insure efficient and effective accomplishment of its charged responsibilities.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the techniques and methods involved in administering an historic preservation and restoration program.

Knowledge of the principles and practices of employee supervision.

Knowledge of Federal regulations, laws, and policies concerned with the protection of historic resources.

Ability to plan, organize, and assign work to subordinates.

Ability to evaluate employee performance and prepare employee Performance Evaluation Reports.

Ability to read and learn to interpret collective bargaining contracts applicable to the work performed by the unit.

Ability to plan, direct, and budget a statewide project of historic preservation and restoration.

Ability to learn to establish and to accomplish the historic preservation and restoration goals of the Commonwealth.

Ability to provide preservation and restoration information orally and in writing through public appearances, news releases, news letters, publications, and training.

Ability to become knowledgeable of, interpret, and administer the Commonwealth's regulations, laws, and policies concerned with the protection of historic resources.

Ability to establish effective liaison on preservation interests with Federal and local officials.

Ability to foster effective and cooperative liaisons on preservation interests with the general public and with private interest groups to encourage and support restoration and preservation projects.

Ability to interpret and administer Federal laws, regulations, and policies protecting historic properties.

Ability to provide technical assistance and advise to persons and institutions on current or planned restoration or preservation projects.

MINIMUM EXPERIENCE AND TRAINING: A bachelor's degree in architectural history, historic restoration or preservation, archaeology, art history, or a closely related field, and three years of progressively responsible experience in administering historical architectural evaluations, grants, or surveys, or restoration or preservation projects or programs;

A master's degree in architectural history, historic restoration or preservation, archaeology, art history, law with preservation emphasis, or a closely related field and one year of progressively responsible experience in administering historical architectural evaluations, grants, or surveys, or restoration or preservation projects or programs;

Any equivalent combination of experience and training.
