JOB TITLE: DIRECTOR OF STANDARDS, AUDITS, ASSESSMENTS, AND COMPLIANCE

DEFINITION: This is professional and administrative work in directing the internal/external operations inspections process and accreditation program for the Department of Corrections (DOC) and the Pennsylvania Board of Probation and Parole (PBPP).

The employee in this job is responsible for directing, through subordinate professional staff, an accreditation program to ensure compliance with the standards and procedures of the American Correctional Association (ACA). Work involves monitoring and assessing accreditation procedures including inspections and audits of institutions, facilities, and field offices to determine compliance with agency policies and procedures, accreditation standards, and risk management objectives; providing technical guidance to agency staff regarding interpretation of accreditation standards and the need to develop or revise policies and procedures to achieve compliance with accreditation standards; and serving as the agency liaison between compliance managers and ACA officials and federal Department of Justice auditors. Work also includes managing the federal Prison Rape Elimination Act (PREA) Program; providing oversight for on-site audits and investigations; and serving as an agency representative and point of contact for the PA Board of Pardons. Work is performed independently and is reviewed by an administrative supervisor through submitted reports, conferences, and ongoing evaluation of program results.

• Directs, coordinates, and reviews activities of subordinate staff responsible for conducting audits, investigations, and related functions.

• Serves as a consultant to agency staff regarding operations inspections and accreditation procedures and the development of corrective action plans for achieving compliance with accreditation standards.

• Develops, revises, and directs the implementation of policies and procedures ensuring agency compliance with accreditation standards.

• Prepares and coordinates the implementation of a work plan for accomplishing specific tasks required to achieve audit sustainability.

• Consults with and advises agency executive staff on all matters pertaining to the internal/external operations inspections process and accreditation program.

• Oversees and conducts annual on-site staff inspections to gauge compliance with statutes, policies, and procedures.

• Serves as an agency representative during accreditation standards compliance audits and hearings.

• Conducts audits of programs and services provided by vendors.

• Prepares a variety of reports and informational documents including results of audits and inspections.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of techniques used in policy research, program analysis, and program planning.

• Knowledge of the principles and methodology used in the collection, analysis, and presentation of data.

• Knowledge of investigatory principles, methods, and techniques.

• Ability to analyze and interpret written information and numerical data.

• Ability to establish and maintain effective working relationships.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES: (NOTE: These are expected of an employee performing the work of this job at the full performance level. • Knowledge of national standards and accreditation processes.

• Knowledge of the principles and practices of employee supervision.

• Ability to exercise initiative and judgment in interpreting, formulating, and applying policies and regulations, and in analyzing and evaluating administrative activities.

• Ability to develop short and long-term strategic program plans.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Six years of professional field experience in probation, parole, corrections, or law enforcement, including one year of auditing or investigatory experience, and a bachelor’s degree in criminal justice, criminology, behavioral science, or a related field;

or

• An equivalent combination of experience and training, including one year of auditing or investigatory experience in probation, parole, corrections, or law enforcement.
