JOB TITLE: EXECUTIVE DIRECTOR, DEVELOPMENTAL DISABILITIES COUNCIL

JOB CODE: 08730

DEFINITION: This is responsible professional and administrative work directing the activities of the Pennsylvania Developmental Disabilities Council.

The employee in this job plans and directs a statewide program for the improvement and coordination of services, supports, and other assistance designed to achieve independence, productivity, integration, and inclusion into the community for individuals with developmental disabilities. Work involves guiding the council in the development of a state plan for providing an effective system of services for individuals with developmental disabilities; coordinating the implementation of the state plan in conjunction with other responsible agencies; evaluating the effectiveness of programs for individuals with developmental disabilities; and overseeing the development and submission of federally mandated reports. Work also includes collecting and disseminating pertinent information to the council and other interested organizations; advising the Governor and Secretary of Human Services on matters affecting individuals with developmental disabilities; and advocating policy and legislative changes on behalf of the council. Supervision is exercised over professional staff providing support to the council. The director has an administrative reporting relationship to the Secretary of Human Services, but work is performed under the general direction of the council and is reviewed through reports and evaluation of results achieved.

• Guides the council on advocacy, systems change, capacity building, and cultural competency efforts to promote self-determination, integration, and inclusion for individuals with developmental disabilities.

• Establishes and assesses service delivery goals, objectives, priorities, and implementation guidelines.

• Directs the development and implementation of home and community-based systems change initiatives.

• Evaluates and prepares reports on the effectiveness of state programs for providing services to the developmentally disabled.

• Conducts meetings with the council and disseminates information to its members.

• Establishes priorities and procedures for the utilization of discretionary funds and the coordination of commonwealth resources.

• Advocates for the developmental disabilities program with state agencies, service and volunteer agencies, the legislature, and other interested groups.

• Monitors the administration and delivery of developmental disabilities services statewide to ensure state and federal regulatory compliance.

• Directs the collection, compilation, and analysis of demographic and other social research data and prepares appropriate plans, reports, and recommendations pertaining to the status of the service delivery systems.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the social, economic, and health problems of individuals with developmental disabilities.

• Knowledge of regulations and policies governing programs for individuals with developmental disabilities.

• Knowledge of the functions and resources of organizations and programs for individuals with developmental disabilities.

• Knowledge of the principles and practices of policy and program planning, development, and evaluation.

• Knowledge of the methods and techniques used in conducting data collection, analysis, and evaluation.

• Knowledge of the principles and practices of supervision.

• Ability to analyze and interpret regulations, policies, and procedures.

• Ability to analyze and interpret program and fiscal data.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Seven years of professional experience providing services to individuals with developmental disabilities including four years in a supervisory capacity, and a bachelor’s degree;

or

• An equivalent combination of experience and training that includes four years in a supervisory capacity.
