DIRECTOR, BUREAU OF BUDGET AND FINANCE, DMVA

DEFINITION:

This is responsible administrative and managerial work directing the activities of the Bureau of Budget and Finance in the Department of Military and Veterans Affairs (DMVA).

The employee in this job is responsible for planning, directing, and coordinating the development and implementation of financial policy, reporting and monitoring to provide for effective management and accounting of state and federal funds. Work includes preparing recommendations regarding the allocation, use, and management of the Department's fiscal resources to ensure program goals and objectives are met; developing recommended fiscal policies and procedures for new or revised programs through analysis and evaluation of available financial resources; and providing guidance and direction to executives and senior program managers on budget and rebudget preparation. An important aspect of the work involves serving as chief advisor to the Adjutant General and other agency executives on state and federal policy and legislative issues as they relate to budget and financial management. Supervision is exercised over professional financial staff. Work is assigned in the form of broad goals and objectives within parameters established by the Governor’s Budget Office, the State Treasurer and federal agencies. General administrative direction is provided by the Deputy for Administration who reviews work for achievement of goals and objectives.

EXAMPLES OF WORK:

Directs the preparation, review, analysis and execution of the Department’s budget and the allocation of all state and federal funds for the Department.

Directs the development, implementation and monitoring of policies and procedures governing fiscal management for the Department in accordance with state and federal requirements.

Oversees the review of individual budget requests from Departmental organizations for inclusion in the total budget.

Meets with executives and senior program managers to provide guidance and direction on budget and rebudget preparation and the allocation and management of funds to ensure the most effective use of departmental fiscal resources.

Analyzes existing or proposed revenue sources, program expenditures, and cash flow impacts.

Directs the preparation of budget summaries, briefs, and supplemental materials for presentations to the Governor's Budget Office and the House and Senate Appropriations Committees.

Directs the preparation of the Department’s capital budget request.

Oversees the preparation of fiscal reports to validate requests for federal reimbursement.

Directs the administration of fiscal and accounting controls of state and federal funds for major construction and maintenance projects at Pennsylvania National Guard facilities.

Oversees the collection of budget and fiscal information from all Pennsylvania National Guard units involved in state active duty to include the coordination of fiscal and payroll information with the United States Property and Fiscal Office and the authorization for disbursement of checks.

Directs administration of the Grants and Cooperative Agreements (GCA) between federal, state and local governments and the Department of Military and Veterans Affairs.

Reviews proposed budget-related legislation and recommends whether the department should support or oppose the legislation.

Represents the Department in meetings related to fiscal operations with federal officials and other Commonwealth agencies.

Coordinates audit activity for state and federal agencies with all departmental programs.

Performs the full range of supervisory duties.

The employee in this job may participate in the performance of their subordinates’ work consistent with operational or organizational requirements.

Performs related duties as required.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES:

Knowledge of the principles and practices of governmental budget administration.

Knowledge of the principles and practices of governmental accounting.

Knowledge of the principles and practices of public administration and finance.

Knowledge of the principles and methodology used in the collection, analysis, and presentation of statistical, economic, or administrative data.

Knowledge of the principles and practices of employee supervision.

Ability to analyze and interpret administrative and fiscal rules, regulations, policies, and procedures.

Ability to establish and maintain effective working relationships.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING:

Six years of professional governmental budget administration experience, including two years in a supervisory capacity, and a bachelor’s degree in business administration, finance, accounting or closely related field;

An equivalent combination of experience and training that includes two years of professional supervisory governmental budget administration experience.
