SECRETARY, LABOR RELATIONS BOARD

This is responsible administrative work in managing the activities of the Pennsylvania Labor Relations Board.

The employee in this class directs, coordinates, and integrates the administrative and professional activities for the Board in applying the provisions of the Pennsylvania Labor Relations Act, Act 111, and the Public employee Relations Act. Work involves planning, organizing, assigning, and evaluating the work of administrative support and legal staff engaged in the enforcement and application of appropriate laws and policies, practices and procedures of the Board. Work includes direction of staff in scheduling Board activities including hearings, investigations, posting, elections, docketing cases, appointment of fact-finding panels and arbitrators, and maintenance, preparation, and publication of required records and reports. An important aspect of the work is the establishment and implementation of policy in regard to administrative and procedural functions including rule making and adjudication functions and the participation in the development of substantive policy in an advisory capacity to the Chairman and other Board members. Work is performed with considerable independence and is reviewed through conferences and reports for effectiveness and adherence to policy.

EXAMPLES OF WORK: Directs, coordinates, integrates, and develops policy for the activities of a professional, technical, and clerical staff engaged in carrying out the provisions of the Pennsylvania Labor Relations Act, Act 111, and the Public Employee Relations Act.

Plans, directs, coordinates and develops policy for activities in developing and enforcing rules and regulations pertaining to the application and enforcement of the provisions of Labor Relations Laws.

Plans, directs, coordinates, and develops policy for a continuing review and analysis of Labor Relations activities to assure that they are carried out in accordance with state guidelines and policies.

Serves as liaison with Departmental legislative staff regarding proposals for amendment of collective bargaining statutes to determine impact on Pennsylvania collective bargaining laws and policy.

Meets with industry representatives, government officials and the general public to explain and interpret state guidelines and promote Departmental policies.

Attends conferences and speaking engagements to promote or explain Labor Relations procedures and policies.

Establishes and maintains effective relationships with industry representatives, labor unions and public officials.

Answers inquiries relating to Board policy and status of cases from the general public, labor relations practitioners and public officials.

Employees in this class may participate in the performance of their subordinates work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the provisions of all State, public and private sector labor relations acts and related state and Federal legislation.

Knowledge of the principles and methods of administration and employee supervision, including budgetary and personnel organization and policy.

Knowledge of the principles and practices of current labor-management relations.

Knowledge of the principles and practices of governmental operations.

Knowledge of the methods and techniques of collective bargaining and negotiation of labor contracts.

Knowledge of basic legal terminology and legal processes.

Skill in dissemination and interpretation of information regarding Labor Relations laws, rules and regulations to Board members, industry representatives, government officials and the general public through written and oral means.

Ability to plan, direct, and supervise the work of legal and clerical staff engaged in activities related to labor relations hearings, investigations and elections.

Ability to interpret Pennsylvania Labor Relations laws and regulations to industry representatives, government officials and the general public.

Ability to develop and maintain effective working relationships with Board members, industry representatives, government officials, and the general public and others concerned with labor relations programs.

Ability to apply provisions which affect the supervision of employees, including the assignment of work, handling of grievances and evaluation of work performance.

Ability to express ideas effectively, orally and in writing.

MINIMUM EXPERIENCE AND TRAINING: Six years of progressively responsible supervisory and administrative experience, including three years of labor relations activities with private industry, state or local government operations and a bachelor's degree in labor relations or labor economics;
