VOLUNTEER LOAN PROGRAM ADMINISTRATOR
DEFINITION: This is administrative and supervisory work in planning, directing, and evaluating a statewide program of providing loans and consultative services to local volunteer companies such as fire companies, ambulance services, and rescue squads.
The employee in this class is responsible for planning, organizing, directing, supervising and evaluating the operation of the Volunteer Companies Loan Program. Work involves directing the processing of loan applications from volunteer companies, coordinating contacts with the companies to determine needs, and disbursing funds in accordance with program regulations. Employee supervises a professional, fiscal, and clerical staff engaged in reviewing loan applications and maintaining administrative and fiscal records. Employee exercises considerable independence in administering the program. Work is reviewed by a higher level administrator through conferences, written reports and an evaluation of program results.
EXAMPLES OF WORK: Plans, directs, supervises and evaluates a statewide program providing loans to volunteer companies, such as fire companies, ambulance services and rescue squads.
Reviews and revises procedures for the administration of the volunteer loan programs.
Reviews and revises standards for fiscal responsibility and financial need under which loan applications are to be evaluated.
Reviews and revises forms and record keeping mechanisms used in the program.
Assists department fiscal officials in developing budgetary standards and procedures for administration of the loan fund including the establishment of cost guidelines and loan payment procedures.
Reviews loan applications, inspects facilities of applicant companies, and assists companies in making application for loan funds.
Supervises the work of a professional, fiscal, and clerical staff engaged in processing loan applications, maintaining loan payment accounts, and maintaining other administrative records of the program.
Performs final review of loan applications and recommends approval/disapproval of terms of loans to the Applications Review Committee based upon adherence to established standards, availability of funds, and overall program goals.
Arranges for loan settlements and conducts closings, as required.
Coordinates the activities of an Application Review Committee, and issues minutes of meetings.
Performs related duties as required.
REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices of government administration as related to the operation, financing, and regulation of local government programs or emergency services agencies.
Knowledge of financial principles and practices.
Knowledge of the principles and practices of employee supervision.
Ability to establish, maintain and apply consistent and realistic standards in program administration.
Ability to assign, supervise, and evaluate the work of subordinate employees.
Ability to establish and maintain effective working relationships with Federal, state, and local officials and the general public.
Ability to express ideas in a clear and concise manner both orally and in writing.
MINIMUM EXPERIENCE AND TRAINING: Three years of professional governmental experience which included or was supplemented by: one year of consulting with local government or emergency services agencies; six months of accounting, auditing or budgeting; and one year of supervisory experience over professional and/or clerical staff; and a bachelor's degree;
or
Any equivalent combination of experience and training. Graduate study in public administration, urban management, political science or a closely related field may be substituted for required experience on a year-for-year basis to a maximum of one year.
