CHIEF, IMAGING SUPPORT AND BANKING OPERATIONS, REVENUE

DEFINITION: This is managerial work in planning, organizing, and directing the Imaging Support and Banking Operations in the Department of Revenue.

The employee in this job manages subordinate managers and supervisors responsible for reconciling tax revenue deposits in the Commonwealth’s bank accounts, scanning coupon documents and tax returns, working with banks to ensure that concentration bank and lock box accounts are reconciled on a timely basis, and processing remittances and scanning tax returns and other documents for the Department and other Commonwealth agencies. An important aspect of this work is the responsibility for the integration of the Imaging Support and Banking Operations program with the overall mission of the Bureau. Work includes reviewing completed assignments by managers and supervisors for adherence to proper methods and procedures, training new employees in all facets of their work, establishing goals and objectives of the Division, and performing all aspects of supervisory duties. Work involves participating in conferences with bank officials, corporate officials, attorneys, accountants, and taxpayers to resolve lock box contracts and tax liability issues and contacting vendors and the staff of the Bureau of Information Systems concerning the computer systems in processing remittances, tax returns, coupons, and documents. The employee in this job is responsible for developing and implementing policies and procedures concerning the Imaging Support and Banking Operations program as well as analyzing and commenting on proposed legislative changes for depositing tax monies. Work is performed independently under the direction of the Assistant to the Director of Imaging and Document Management and is subject to general review for adherence to departmental rules, regulations, and policies.

EXAMPLES OF WORK: Plans, organizes, and directs the managers and supervisors in the processing, controlling, and depositing of tax monies as well as processing tax documents.

Directs the deposit of monies for various external agencies throughout the Commonwealth.

Plans, organizes, and directs the managers and supervisors in the remittance processing and scanning documents and tax returns for the Department and external agencies.

Directs the initiation of electronic transfer of tax monies to the concentration banks.

Researches and purchases, with appropriate approvals, new remittance processing and high speed scanning equipment.

Participates in conferences with corporate officials, attorneys, accountants, and taxpayers to resolve errors and tax liability issues.

Directs the reconciliation of remittance documents with check amounts.

Directs supervisors in working with banks to ensure that concentration bank and lock box accounts are reconciled in a timely manner.

Directs the analysis and reconciliation of tax revenue deposits and external agency deposits in the Commonwealth's bank accounts.

Directs the processing of tax documents and checks for tax systems involving Personal Income Tax, Employer Withholding Tax, Corporation Tax, Liquid Fuels Tax, Oil Franchise Tax, and Sales and Use Tax.

Directs the encoding, endorsing, numbering, and data capturing of tax forms.

Develops and implements policies and procedures concerning the Imaging Support and Banking Operations program.

Analyzes and provides comments on the effect of proposed statutory changes and recommends legislative action on improving the Imaging Support and Banking Operations programs.

Prepares correspondence and reports for the Director and Deputy Secretaries.

Provides advice to supervisors on unusual or difficult problems.

Develops goals and objectives for the Division.

Develops yearly budget requirements for all personnel, machinery, and various administrative support equipment for the Division.

Performs the full range of supervisory duties.

The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of banking procedures and the processing of remittances, tax returns, and documents.

Knowledge of the Department of Revenue's tax rules, regulations, policies, procedures, and tax systems.

Knowledge of principles and practices of basic accounting and cash management.

Knowledge of the Commonwealth's and departmental rules, regulations, policies, and procedures governing travel, lodging, expense vouchers, and reporting requirements.

Knowledge of collective bargaining unit contracts applicable to work performed by subordinates.

Knowledge of automated banking services.

Knowledge of Electronic Data Processing.

Ability to plan and organize work and assign work to subordinates.

Ability to read and interpret collective bargaining unit contracts applicable to the work performed by subordinates.

Ability to supervise work activities of subordinates effectively.

Ability to train subordinates in the interpretation and application of rules, regulations, policies, and procedures.

Ability to prepare and deliver formal presentations to special interest groups.

Ability to establish effective working relationships with associates, corporate officials, attorneys, accountants, and banking institutions.

Ability to evaluate the effectiveness of the Imaging Support and Banking Operations.

Ability to analyze, comment, and recommend proposed statutory changes and legislative action.

Ability to recommend the formulation of policies and procedures.

Ability to prepare reports.

Ability to communicate clearly, both orally and in writing.

Ability to implement modern managerial methods in planning, organizing, and directing the work of subordinates.

MINIMUM EXPERIENCE AND TRAINING: Three years of experience in varied administrative work, banking and cash management operations and procedures, and dealing with tax systems; including two years in a supervisory position and six credit hours in accounting.
