REDEVELOPMENT ASSISTANCE CAPITAL PROGRAM ADMINISTRATOR
DEFINITION: This is professional supervisory or highly advanced consultative work administering compliance, financial and performance reviews of grants, agreements, and contracts for economic, cultural, civic, and historical improvement projects for the Redevelopment Assistance Capital Program (RACP) in the Governor’s Budget Office.
An employee is this job performs supervisory or consultative functions to facilitate the submission, review, development, implementation and coordination of projects for the acquisition and construction of economic, cultural, civic, and historical improvements. The supervisory role involves supervising staff in one of the RACP functional areas, including consultant administration, project facilitation and grant development or payment review operations. Duties include directing the efficient and effective planning, controlling, monitoring and evaluation of engineering consultation services and deliverables for RACP applications and funded projects; the development and execution of grant agreements; the provision of consultation, technical assistance and guidance necessary for the successful completion of funded projects; or the review and analysis of payment requests in accordance with RACP legislation, policies and standards. The consultative role involves highly advanced independent work consulting with potential awardees in the development and submission of quality project funding applications. Work includes evaluating applicants’ problems and challenges and providing direction and guidance to assist them in formulating and implementing solutions which enable the timely submission of quality funding applications, recommending applications for rejection, and communicating with a wide variety of redevelopment professionals and government officials. Duties are performed independently using a high level of initiative and judgment. Work is assigned by an administrative superior in the form of broad objectives and is reviewed through conferences and reports.
EXAMPLES OF WORK: Supervises the monitoring and evaluation of engineering consultation services and deliverables.
Supervises the development and execution of grant agreements.
Supervises the review and analysis of grantees’ payment requests.
Supervises the analysis and resolution of project problems, issues and threats.
Provides technical assistance and responds to requests for information from RACP applicants to ensure timely completion of quality applications.
Evaluates applicants’ impediments to successful project funding or completion and formulates solutions.
Makes recommendations for rejection of unacceptable applications.
Maintains management reports to apprise management of status of applications and projects.
Performs the full range of supervisory duties.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES: Knowledge of the principles, practices and objectives of community and economic development laws, regulations and policies.
Knowledge of the principles and practices of public administration.
Knowledge of research principles and techniques.
Knowledge of project administration methods.
Ability to interpret and apply written materials, including laws, regulations and policies.
Ability to establish and maintain effective working relationships.
Ability to communicate effectively orally.
Ability to communicate effectively in writing.
MINIMUM EXPERIENCE AND TRAINING: One year as a Redevelopment Assistance Capital Program Specialist 2;
or
Four years of professional experience in community or economic development, project management, urban planning, public finance or economics; and a bachelor's degree in community or economic development, public administration, business administration or a related field;
or
An equivalent combination of experience and training that includes four years of professional experience in community or economic development, project management, urban planning, public finance or economics.
