DIRECTOR OF COMMONWEALTH PAYROLL OPERATIONS

DEFINITION:

This is responsible administrative and professional accounting work directing the Bureau of Commonwealth Payroll Operations in the Office of the Budget.

The employee in this class is responsible for planning, directing and coordinating the development and provision of centralized payroll and travel entitlement policy, systems, reporting and processing and related technical services to insure the timely, legal, accurate and efficient payment of compensation entitlements to Commonwealth employees. Work involves directing and coordinating staff efforts in the maintenance, processing and auditing of Commonwealth payrolls; payroll accounting and reporting; post audit operations and the pre-audit, processing, accounting and reporting of travel expense vouchers for Commonwealth employees. Significant aspects of the work involve establishing policy, standards and procedures to resolve statewide issues; the development of strategies to accommodate unique agency payroll processing requirements and problems as well as anticipate current and future payroll needs; and directing personnel and resources to provide payroll accounting services in support of agency objectives and programs and consistent with established policies, systems, procedures, regulations, methods and professional standards. Work is performed under the general direction of the Deputy Secretary for Comptroller Operations who reviews work for attainment of results and conformance to fiscal and administrative policies and guidelines through periodic reports and conferences.

EXAMPLES OF WORK:

Establishes administrative and technical policy for the Bureau and manages a statewide payroll program to provide payroll accounting services for Commonwealth agencies and to insure the accountability and proper commitment, expenditure and recovery of funds they administer through the pre and post auditing of payroll expenditures and travel entitlement and payroll accounting and reporting.

Directs the review and approval of Commonwealth payrolls for availability of funds, reasonableness and propriety, and adherence to laws, regulations, or other legal or policy constraints.

Directs the development and implementation of uniform central payroll, travel reimbursement and payroll and travel advancement policy, systems and procedures, automated as well as manual, as a result of changes in law, rules, policies and negotiated settlements and/or to improve operations.

Directs the processing and auditing of employee transactions; supplemental payments; refund transactions; salary claims; wage attachments; deduction adjustments; Work Related Disability Leave Benefits Programs and other activity to properly compensate Commonwealth employees.

Directs the pre-audits, processing and timely and accurate payment of authorized expense reimbursement to travelers on official Commonwealth business.

Directs the accounting and control of employee payroll deductions, including accounting for receipts received from independent agencies and the preparation of distributions of funds to appropriate organizations.

Directs the research, analysis and review of payroll subject matter and formulates and issues formal interpretations and coordinates requests for legal opinions on payroll related matters.

Directs the preparation and issuance of policy, procedures, standards, directives, circulars, manuals and method interpretations.

Employees in this class may participate in the performance of their subordinates work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES:

Knowledge of accounting and financial management principles, theories, techniques and methods and their application to governmental payroll systems and operations.

Knowledge of the Commonwealth operation, application and integration of electronic data processing systems which impact on the payroll system.

Knowledge of the structure and operations of government including payroll administration, personnel management and budgeting.

Ability to apply a knowledge of the principles, theories, techniques and methods of accounting and payroll and travel expense management in the solution of problems and in the administration of comprehensive payroll accounting programs for the agency receiving accounting services.

Ability to establish and maintain effective working relationships with all levels of key management officials necessary in providing administrative fiscal control and guidance.

Ability to analyze federal, state and local tax laws and regulations and to develop and implement compliance action as required.

Ability to plan, direct and coordinate an accounting program encompassing the full-range of professional accounting specializations and operations.

Ability to select, develop and supervise a subordinate staff of professional, technical and clerical employees.

Ability to make oral and written presentations in a clear and concise manner.

MINIMUM EXPERIENCE AND TRAINING: c

Seven years of experience in professional accounting work, including three years in a supervisory capacity, and a bachelor's degree in Accounting, Business Administration or related field;
