JOB TITLE: DIRECTOR, PA INDUSTRIAL DEVELOPMENT AUTHORITY (PIDA) OFFICE

DEFINITION: This is professional managerial work directing the administration of business assistance loan programs impacting the commonwealth's economic and community development activities for the Department of Community and Economic Development.

The employee in this job plans, organizes, and directs business lending programs including those administered by the Pennsylvania Industrial Development Authority (PIDA) and oversees all monitoring functions including but not limited to job and investment compliance, insurance, performance, and audit practices. Work also includes developing and implementing policies, procedures, regulations, standards, and guidelines to manage program activities; reviewing proposed legislation for possible impact on the office's programs; and touring businesses and project sites to meet with local officials to discuss how business loan programs can support their economic and community development activities. Important aspects of the work involve ensuring all program activities provide the highest level of assistance to encourage and promote economic and community development in the commonwealth and interacting with business executives, legislative staff, and federal, state, and local officials to provide technical assistance and to respond to inquiries about loan programs. Supervision is exercised over subordinate supervisors who manage individual program functions and direct the work of professional, technical, and clerical employees. Work is performed with a high degree of independence and is reviewed by the Deputy Secretary for Business Financing for attainment of objectives and overall effectiveness in the management of departmental programs.

• Directs and administers the department's business assistance loan programs.

• Serves as the Executive Director of PIDA.

• Develops and implements program plans, policies, and administrative procedures for the PIDA Office.

• Presents and recommends loan applications to PIDA for approval.

• Directs the preparation of PIDA meeting materials.

• Maintains appropriation and fund balances for all loan programs to ensure that appropriate funds are expended.

• Analyzes data to determine and implement program improvements.

• Directs the monitoring of loans for compliance with loan conditions and the identification of delinquencies and defaults, and oversees collection efforts.

• Oversees the preparation of financial reports, budgetary, and cash flow projections, and maintains records on existing and pending loans.

• Makes presentations at meetings on various programs and projects.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles, practices, and objectives of business assistance loan programs related to community and economic development.

• Knowledge of general business principles and practices applied in the organization and management of economic enterprises.

• Knowledge of lending principles, practices, and procedures.

• Knowledge of the principles and practices of employee supervision.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES: (NOTE: These are expected of an employee performing the work of this job at the full performance level. • Knowledge of the various business loans available to promote economic growth.

• Ability to develop, interpret, and implement policies and procedures.

• Ability to plan, organize, and direct a comprehensive business loan program.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Five years of experience in the operation and administration of business lending programs, including two years in a supervisory capacity, and a bachelor's degree in business management, finance, public administration, or a closely related field;

or

• An equivalent combination of experience and training.
