JOB TITLE: DIRECTOR, BUDGET OFFICE, HEALTH

JOB CODE: 08941

DEFINITION: This is highly responsible professional and managerial work directing and planning fiscal operations for the Department of Health.

The employee in this job plans, directs, and coordinates the fiscal management program for the Department of Health, and serves as the Chief Financial Officer for the department. Work involves determining goals, objectives, and priorities for the fiscal program; developing and implementing fiscal policies and controls to manage program activities; reviewing proposed legislation to identify potential impacts to the fiscal program; managing fiscal resource planning efforts; developing policies and performance metrics to effectively oversee and monitor monies that flow from the department to outside entities; managing the development, preparation, and monitoring of budget and rebudget requests; and resolving issues with central budget office administrators and other state and federal officials. Work also includes serving as the principal financial advisor to the Secretary of Health and deputy secretaries. Supervision is exercised over professional, technical, and clerical staff. Work is performed with a high degree of independence under the general direction of the Executive Deputy Secretary of Health. Work is reviewed for adherence to established policies and procedures and attainment of goals through conferences and written reports.

•Develops and implements fiscal policies necessary to achieve overall agency program goals.

•Participates in the planning and development of overall agency objectives and provides consultative services for complex fiscal management issues.

•Plans and directs the continuous review and analysis of fiscal operations, needs, and resources and appraises, adjusts, and correlates budget needs among programs and functions.

•Directs the preparation, review, submission, and defense of the budget to the Governor's Office of Budget, oversees the rebudget process, and directs the monitoring of the budget throughout the fiscal year.

•Leads budget/financial negotiations with various governmental and non-governmental entities and develops policies and requirements for entities receiving funding from the Department.

•Develops measurable performance objectives for which funding is appropriated and meets regularly with program staff to assess performance progress and strategize the allocation of state and federal funding.

•Serves as a fiscal and policy advisor to the Secretary and makes recommendations on the allocation, reallocation, use, and management of departmental fiscal resources to ensure program goals and objectives are met.

• Reviews proposed legislation to determine its impact and recommends whether the Department should support or oppose the legislation.

• Confers with departmental officials, central budget office administrators, legislators, and local and federal representatives on fiscal management issues and problems affecting fiscal policies and controls.

• Manages the review and approval of agency contracts.

• Manages the provision of technical support to agency program officials in their budget/financial activities.

• Manages the monitoring of appropriations and expenditures to ensure fiscal solvency; directs the preparation of periodic fiscal reports; and answers legislative and public inquiries on agency budget incomes, expenditures, and numerous other related items.

• Directs the preparation of federal financial status reports for submission to the federal government.

• Assists and advises personnel from the program offices, the Auditor General's Office, the Office of Budget, the Comptroller's Office, other state and federal agencies, subrecipients, independent auditors, and other organizations, when necessary relative to single and programs specific audit matters affecting the department.

• Provides department-wide oversight and develops policies for subgrants from federal funding streams to ensure the proper utilization of funds in accordance with departmental, state, and federal policies.

• The employee in this job may participate in the performance of subordinates' work consistent with operational or organizational requirements.

• Performs the full range of supervisory duties.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices of budget and contract administration.

• Knowledge of the principles and practices of accounting.

• Knowledge of laws, rules, regulations, policies, and procedures related to financial reporting.

• Knowledge of the principles of statistical and economic analysis.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Knowledge of the principles and practices of employee supervision.

• Ability to identify and analyze significant trends from detailed reports and factual data.

• Ability to analyze and interpret policies, regulations, and legislation.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Six years of experience in professional budget or financial administration work including two years of supervisory experience in fiscal administration, and a bachelor's degree;

or

• An equivalent combination of experience and training that includes two years of supervisory experience in fiscal administration.
