JOB TITLE: FINANCIAL POLICY ADVISOR

JOB CODE: 08948

DEFINITION: This is highly responsible financial policy analysis and development work in the Department of Human Services (DHS) Budget Office.

The employee in this job is responsible for fiscal policy analysis and development work that involves conducting studies of current policy issues related to DHS programs and developing fiscal policy recommendations to address those problems, as well as the social, economic, and fiscal implications of alternatives. Work involves meeting with high level executive and administrative personnel to gather information and resolve issues related to departmental conflicts in fiscal policy and advising executive staff of findings and alternatives. Work also involves participating in or leading workgroups on new or changing programs in relationship to fiscal policies to be set; proposing solutions and alternatives to satisfy both the programmatic and fiscal needs of the impacted program offices; and participating in steering committees that are responsible for making major program decisions that are routed to the Secretary of DHS for final approval. Work is performed with considerable independence under general direction of the Fiscal Management Director and is reviewed for compliance with state budgetary policy through conferences and reports.

• Assists the Fiscal Management Director and executive staff in preparing fiscal policies pertaining to the financial management of the department.

• Recommends strategies to create greater efficiency of operations within the department.

• Participates in and leads workgroups to establish fiscal policies for new or changing departmental programs and proposes strategies to satisfy both the programmatic and fiscal needs of the impacted programs.

• Provides fiscal assistance to the Office of Policy Development and Office of Legislative Affairs during legislative bill analysis and policy development activities.

• Provides financial advisory and consultative services to program offices.

• Oversees revenue maximization initiatives for the department, including providing financial policy, goals, and guidance for their implementation, operation, renewal, and research.

• Reviews and assists in the development and maintenance of the cost-effective delivery of services.

• Leads and participates in Medical Assistance assessment programs, including recommending ways to maximize effectiveness, overseeing work completed by consultants, and analyzing prospective changes in revenue, rates, and use of available funding.

• Oversees the contract for analysis of the Medical Assistance program data and outcomes.

• Provides consultation and technical support to executive staff during the development and review of budget requests.

• Provides consultation and guidance to executives and program staff in resolving unanticipated budgetary problems.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices of fiscal administration.

• Knowledge of budgetary and accounting principles, practices, and procedures.

• Knowledge of statistical tools used to identify and analyze fiscal data and trends.

• Knowledge of the methods and techniques used in policy research and program analysis.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to analyze and interpret program and fiscal data.

• Ability to analyze and interpret policies, procedures, and regulations.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Five years of professional experience in fiscal management or a closely related field such as economic analysis, fiscal planning, or budget systems analysis, and a bachelor’s degree in business management, finance, accounting, or a closely related field;

or

• An equivalent combination of experience and training.
