JOB TITLE: FISCAL MANAGEMENT DIRECTOR, DHS

DEFINITION:

This is highly responsible administrative and managerial work directing the Budget Office in the Department of Human Services (DHS).

The employee in this job is responsible for planning, organizing, directing, and controlling the fiscal management program for the Department of Human Services. Work involves the development and administration of fiscal procedures; formulation of fiscal policies and controls designed to facilitate the achievement of overall program goals; and coordination of all fiscal resource planning efforts that include determining objectives and evaluating alternative courses of action. Work requires extensive contact with departmental officials, central budget office administrators, and other local, state, and federal officials. Supervision is exercised over a large professional and technical staff through subordinate managers responsible for the execution of budget development and financial reporting functions. Work is performed with considerable independence under general administrative direction from the Secretary of Human Services and reviewed for achievement of objectives through conferences, reports, and evaluation of the overall effectiveness of the fiscal management systems in the department.

• Plans, directs, and coordinates the fiscal management program for the Department of Human Services.

• Develops and implements fiscal policies necessary to achieve overall agency program goals.

• Participates in the planning and development of overall agency objectives and provides consultative services for complex fiscal management issues.

• Plans and directs the continuous review and analysis of fiscal operations, needs, and resources and appraises, adjusts, and correlates budget needs among programs and functions.

• Provides staff assistance and coordinates resource planning efforts, including determination of objectives and direction of revenue forecasting.

• Develops and administers a system for conversion of approved goals into specific projects and activities.

• Directs the preparation and submission of the budget to the Governor's Office of Budget, oversees the rebudget process, and directs the monitoring of the budget throughout the fiscal year.

• Directs a program of budget administration, including the preparation of the capital and annual operating budgets, budget analysis, and recommendations and forecasting.

• Confers with departmental officials, central budget office administrators, legislators, and local and federal representatives on fiscal management issues and problems affecting fiscal policies and controls.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices of public fiscal administration.

• Knowledge of state and federal laws, rules, regulations, policies, and procedures related to financial reporting.

• Knowledge of governmental budgetary principles, practices, and procedures and their application to accounting operations.

• Knowledge of the principles and practices of public administration.

• Knowledge of government funding sources and funding allocation methods.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Knowledge of the principles and practices of employee supervision.

• Ability to analyze and interpret program and fiscal data.

• Ability to analyze and interpret policies, procedures, and regulations.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Seven years of professional experience in fiscal management or a closely related field such as economic analysis, fiscal planning, or budget systems analysis, including two years of supervisory experience for governmental budgeting, and a bachelor's degree in business management, finance, accounting, or a closely related field;

or

• An equivalent combination of experience and training which includes two years of professional supervisory experience in governmental budgeting.
