JOB TITLE: DIRECTOR, BUREAU OF PROCUREMENT AND CONTRACT MANAGEMENT

DEFINITION: This is professional managerial work directing the statewide procurement and contracting functions for the departments of Human Services (DHS), Health (DOH), Aging (PDA), and Drug and Alcohol Programs (DDAP).

The employee in this job plans, organizes, directs, coordinates, and supports the procurement and contracting of all goods and services and the development, negotiation, implementation, and monitoring of contracts for programmatic services for the assigned agencies. Work involves developing and implementing performance-based contracting and procurement goals, policies, procedures, and standards within the scope of existing state and federal regulations and authority; reviewing contracting processes to ensure sufficient liability protection, adequate and verifiable performance measures, and competently negotiated terms, conditions, and prices; communicating procurement initiatives and concerns with agency executive management, Chief Counsel, and the governor’s office policy and budget directors; and participating in large-scale and budget related contract activities. Supervision is exercised over a staff of administrative professionals who perform procurement, contracting, and contract management work. Work is performed independently and is reviewed by the Deputy Secretary of Administration for the achievement of goals and objectives and overall effectiveness.

EXAMPLES OF WORK: (NOTE: The examples of work are representative of the work, but every position classified to this job may not perform all examples of work listed. Conversely, this is not an all-inclusive list of work examples.):

• Directs the planning and development of policy for the evaluation and selection of competitive procurements for the assigned agencies.

• Develops and implements policy for performance-based contracting.

• Serves as the issuing officer for complex procurements which may be highly sensitive in nature and/or have a statewide scope.

• Reviews and signs procurement, grant, memorandums of understanding, and intergovernmental/interagency agreements on behalf of the secretaries of DHS, DOH, PDA, and DDAP.

• Directs the development, implementation, and monitoring of policies, procedures, and controls governing contract development, execution, management, and closeouts.

• Serves as chief advisor to the Director, Bureau of Financial Operations and the Executive Deputy Secretary on the managerial effectiveness of contracting and procurement functions for the assigned agencies.

• Participates in the planning and development of overall agency objectives and provides consultative services as the subject matter expert in contracting for the assigned agencies.

• Serves as the lead or chief negotiator for complex, high risk, or high-profile procurements for the assigned agencies.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of contracting policies and procedures.

• Knowledge of laws, rules, regulations, and procedures impacting contracting functions.

• Knowledge of the methods and techniques used in the fiscal management of contracts and grant agreements.

• Knowledge of accounting principles and practices.

• Knowledge of the principles and practices of employee supervision.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Five years of experience performing contract work including two years in a supervisory capacity, and a bachelor’s degree in finance, business, accounting, or a closely related field;

or

• An equivalent combination of experience and training that includes two years of supervisory experience.
