DIRECTOR OF OPERATIONS, STATE TAX EQUALIZATION BOARD
DEFINITION: This is administrative technical work directing the operational activities of the State Tax Equalization Board.
The employee in this class is responsible for directing the research, real estate valuation, and field activities of the state tax equalization program which involves gathering county assessment data; determining, revising, and adjusting aggregate market values of taxable real property; and data processing and reporting composite information for all school districts and municipalities in the Commonwealth. The employee meets with and apprises the board of operational matters and policy recommendations which will keep the members operationally informed, resolve problems, and improve overall management of the program. Work involves conducting the daily routine business of the board by executing its directives and policies, preparing comprehensive reports for the knowledge of the board members in establishing policies, and directing a staff of supervisors, technical assistants, valuation analysts, and clerical support. Work is performed independently under the general direction of the board. Reports are reviewed by the board and new instructions are generally received orally and in written form concerning policies, objectives or needs.
EXAMPLES OF WORK: Directs and coordinates a technical staff determining the market values of taxable real property for school districts and municipalities on a statewide basis and collecting, processing, and evaluating various types of data pertinent to real estate values, such as, real estate inventories, real estate sales, real estate appraisals, and real estate economic factors.
Develops, installs, and reviews operational methods and procedures in the fruition of the board's business.
Participates in the development of board policies and regulations by preparing reports and recommendations which identify operational and administrative policy changes that will improve overall management of the program.
Directs the preparation of and reviews all statistical reports.
Reviews and prepares correspondence.
Performs responsible public relations and liaison work; meets with and speaks before community groups to explain the board's program.
Directs complex and extensive statistical and research projects.
Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of complex mathematical and statistical methods, formula, and computations relating to statistical research reports on real estate valuation.
Knowledge of valuation factors and techniques as applied to a wide variety of industrial, commercial, agricultural, and residential properties as well as natural resources.
Knowledge of the relationships and structure of the state government and its subdivisions.
Ability to evaluate real estate trends, economic factors, and prepare comprehensive charts and reports on findings and conclusions.
Ability to exercise judgment and discretion in applying and interpreting departmental policies and procedures.
Ability to speak and write effectively.
Ability to establish and maintain effective working relationships with other administrative officials and the general public.
MINIMUM EXPERIENCE AND TRAINING: Eight years of experience in progressively responsible statistical research and real estate valuation work, including two years of experience in an administrative, supervisory, or consultative capacity; and such training as may have been gained through graduation from a four-year college or university, including or supplemented by courses in statistics, mathematics, and public administration;

Any equivalent combination of experience and training.
