JOB TITLE: TRANSPORTATION AUTOMOTIVE EQUIPMENT SPECIALIST

JOB CODE: 09341

DEFINITION: This is specialized non-supervisory work in equipment management and inspection involving Department of Transportation gasoline and diesel powered automotive and heavy construction and maintenance equipment.

An employee in this job functions as the assistant to the District Equipment Manager in the performance of skilled field inspection work and in a variety of technical support functions related to equipment maintenance and fleet management. Work includes responsibility for providing technical advice and recommendations to county managers on procedures and equipment modification and also includes assisting in equipment procurement, budget preparation, and participating in equipment accident investigations. Work may also include maintaining contact with several levels of department personnel such as the Assistant District Engineer for Maintenance, county maintenance managers, county equipment managers, garage clerks, mechanics, and supervisors. Outside contacts involve garage proprietors and automotive equipment dealers. Guidance is provided by the District Equipment Manager. Recommendations involving improvement procedures and equipment modifications are made within existing policies and procedures.

EXAMPLES OF WORK: (NOTE: The examples of work are representative of the work, but every position classified to this job may not perform all examples of work listed. Conversely, this is not an all-inclusive list of work examples.):

• Conducts inspections of department-owned equipment located throughout the Engineering District and ensures proper condition, operation, serviceability, and compliance with District preventive maintenance policy, and adherence to safety regulations.

• Conducts inspections of county maintenance garage areas and other facilities housing equipment.

• Recommends proper methods and techniques to be followed by garage employees on equipment maintenance and repair.

• Assists county maintenance mechanics with the diagnosis of equipment problems.

• Prepares reports and make recommendations orally or in writing concerning the findings of inspections.

• Performs follow-up inspections to ensure deficiencies previously identified have been corrected.

• Administers the District's Rented Equipment Program by coordinating annual bidding, conducting and documenting bid openings, processing documents, and negotiating with vendors concerning repair and rental charges for outside equipment.

• Assists organization managers with preparation of annual equipment budget needs for assigned facilities.

• Assists county maintenance organizations in equipment procurement related areas to ensure compliance with Department procurement standards.

• Certifies equipment operators on an as needed basis utilizing Department equipment, when authorized by the District Equipment Manager.

• Processes certification documents and maintains accurate records of all certification testing performed.

• Reviews the SAP/Plant Maintenance system to ensure accuracy of data, identify deficiencies, monitor theft and vandalism, and monitor systems updates.

• Interprets automated equipment management systems reports and records on equipment utilization.

• Serves as district automated fuel system coordinator and in this capacity is responsible for the total operation of this system and its associated equipment e.g. repairing breakdowns and adjusting errors on printouts.

• Assesses training needs for county mechanics, prioritizes and coordinates the scheduling of mechanic training, and participates in quality assurance reviews of mechanic training to determine if objectives are being met.

• Participates in equipment accident investigations and suggests corrective action for preventable accidents.

• Schedules and monitors district office pool car use and service and coordinates the preventive maintenance schedule for district vehicles.

• Maintains a library of equipment reference materials, technical bulletins, vendors, and lubrication bulletins.

• Performs related work as assigned.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the operation, maintenance, and repair of gasoline and diesel powered heavy construction and maintenance equipment.

• Knowledge of garage operational methods, practices, and techniques.

• Knowledge of the administrative methods used in automotive fleet management including preventive maintenance and repair programs.

• Knowledge of troubleshooting and diagnostic practices used in gasoline and diesel powered heavy construction and maintenance equipment.

• Knowledge of the use and functionality of industry standard software application programs, such as word processing, spreadsheet, email, and database.

• Ability to interpret electronic data processing reports and records.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Three years of journey level experience in the maintenance and repair of gasoline and diesel powered heavy construction and maintenance equipment;

or

• An equivalent combination of experience and training.

SPECIAL REQUIREMENTS:

• Certain positions require possession of a valid Pennsylvania driver’s license of the class appropriate to the vehicle operated and supplemented by the endorsements required by law for the operation of specific equipment or equivalent.

• Certain positions require possession of a valid Pennsylvania Inspection Mechanic Certification for the class of vehicles used in the agency.

• Certain positions require possession of a valid CFC-12 Refrigerant Recycling Certificate, a 134A Refrigerant Recycling Certificate, or a Compressed Natural Gas Certificate.

• Certain positions require one year of experience or training in the repair or maintenance of diesel engines.
