JOB TITLE: REAL ESTATE MANAGER, DGS

JOB CODE: 09480

DEFINITION: This is responsible administrative and managerial work directing the statewide acquisition and disposition program of Commonwealth-owned real property for Commonwealth agencies, boards, and commissions in the Department of General Services (DGS).

The employee in this job manages real estate professionals responsible for the acquisition of real property. Work involves managing the acquisition of property associated with capital projects; negotiating and ensuring compliance with contracts; and preparing documents to lease out Commonwealth-owned facilities to private entities. Work includes consulting and advising agency executive staff, representatives of the legislature, state agencies, real estate brokers, property owners, and in-house legal counsel on matters pertaining to the acquisition and disposition of Commonwealth-owned property. Work is performed under the general direction of the Director, Bureau of Real Estate and is reviewed for overall program effectiveness and adherence to applicable laws, rules, regulations, and agency policies and customer satisfaction.

EXAMPLES OF WORK: (NOTE: The examples of work are representative of the work, but every position classified to this job may not perform all examples of work listed. Conversely, this is not an all-inclusive list of work examples.):

• Plans, organizes, and directs a statewide program for the acquisition, leasing out, inspection, and disposition of Commonwealth-owned real property.

• Directs DGS Real Estate Property Coordinators responsible for the negotiation and development of employee leases for Commonwealth-owned properties, which includes preparing and reviewing lease out proposals, verifying insurance coverage and credit references, pursuing delinquent rental payments, and reviewing right-of-way license and cooperative land agreements for propriety.

• Manages the Commonwealth’s surplus real property disposition program, which includes conducting site inspections, initiating fair market value appraisals and environmental assessments, arranging interagency transfer of property, and representing the Commonwealth in the disposal of surplus real property.

• Prepares, reviews, analyzes, and provides recommendations on proposed legislation affecting Commonwealth-owned property.

• Provides technical assistance as a subject matter expert to the department’s legislative liaison regarding the acquisition and disposition of Commonwealth real property.

• Negotiates complex and sensitive real estate transactions involving leases, sub-leases, and sales agreements for Commonwealth-owned property.

• Ensures agencies comply with applicable management directives for reporting and maintaining Commonwealth-owned surplus real property.

• Provides technical information and recommendations regarding the Pennsylvania Eminent Domain Code, 26 Pa.C.S., to Commonwealth agencies and the Office of Chief Counsel for use in land acquisition.

• Negotiates with private landowners for the acquisition of their property by the Commonwealth and coordinates the relocation of residents.

• Reviews, develops, implements, and recommends policies, procedures, and standards concerning real estate transactions.

• Confers with the Office of Chief Counsel, the Office of Capital Programs, political sub-divisions, federal agencies, and other stakeholders on right-of-way matters; reviews and provides recommendations on claim settlements; and coordinates matters with concerned parties.

• Assists agencies with the negotiation of building alterations, lease renewals, and cancellations for lease outs of Commonwealth-owned property.

• Oversees the coordination of the inspections and lease outs of Commonwealth-owned real estate with state agencies to evaluate physical condition, necessity for repairs or alterations, and fair market value and to ensure compliance with policies, procedures, and legal restrictions.

• Operates motor vehicles.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs other related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles, practices, and techniques involved in the acquisition, leasing, and sale of real estate.

• Knowledge of the standard practices and procedures involved in the management of industrial, commercial, and residential real estate to include liens and other encumbrances.

• Knowledge of techniques used to appraise the value of real estate.

• Knowledge of legal and contractual language used in real estate transactions.

• Knowledge of standard practices and procedures involved in negotiating real estate transactions.

• Knowledge of project management methods and techniques.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to analyze and interpret building plans, specifications, property surveys, and land development plans.

• Ability to apply critical thinking skills to identify and resolve problems.

• Ability to analyze and interpret written information.

• Ability to operate motor vehicles.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Three years as a DGS Real Estate Property Coordinator (Commonwealth title);

or

• Five years of professional real estate sales or lease management experience that includes two years of experience administering a real estate program or leading real estate sales or lease management projects; and possession of an active or inactive Pennsylvania Real Estate Salesperson (RS) License or the equivalent issued by a reciprocal jurisdiction; or proof of completion of coursework required to obtain a Pennsylvania Real Estate Salesperson (RS) License;

or

• An equivalent combination of experience and training that includes two years administering a real estate program or leading real estate sales or lease management projects; and possession of an active or inactive Pennsylvania Real Estate Salesperson (RS) License or the equivalent issued by a reciprocal jurisdiction; or proof of completion of coursework required to obtain a Pennsylvania Real Estate Salesperson (RS) License.
