JOB TITLE: DEPUTY EXECUTIVE DIRECTOR FOR ADMINISTRATION, SERS

JOB CODE: 09512

DEFINITION: This is highly responsible administrative and managerial work directing administrative functions of the State Employees’ Retirement System (SERS).

The employee in this job develops and implements strategic plans, goals, objectives, policies, and procedures to support SERS administrative operations. Work involves directing agency administrative functions, including information technology, contracting and purchasing, facilities and fleet management, print services and mailing, and human resources. Work includes evaluating operations, interpreting proposed legislation to identify agency impacts, identifying factors affecting agency performance, and developing and directing the implementation of plans to resolve operational issues and inefficiencies. Work also includes collaborating with key stakeholders on agency-wide special projects and leveraging SERS business knowledge to support internal and external knowledge sharing, communications, change management, strategic planning, decision making, and succession planning. Supervision is exercised over managerial, supervisory, professional, administrative, and technical staff. Work is performed under the general direction of the Executive Director, SERS and is reviewed through conferences and reports for attainment of goals and overall effectiveness.

• Directs, through subordinate managers, procurement, contracts, facilities, and print production operations.

• Oversees negotiations and contract management for high-value, agency-wide contracts regarding materials, supplies, property leasing, and various types of services, including complex third-party administrator contracts.

• Oversees all agency information technology functions, including strategic planning, project management, policy development, application development, data integrity and availability, networking, telecommunications, infrastructure, and cybersecurity.

• Develops and directs the implementation of agency human resources policies and procedures.

• Develops long-term and short-term strategies, goals, and objectives to ensure optimal services and operational efficiency.

• Identifies and directs the implementation of program initiatives, which involves developing justifications, securing funding, and acquiring other required resources.

• Evaluates project proposals for alignment with agency goals and resources, recommends project execution, and monitors expenditures and progress.

• Participates in strategic planning deliberations with the Board of Trustees and board subcommittees.

• Reviews proposed legislation and Board of Trustees’ policies to ascertain and communicate the operational, technical, and implementation impacts on the retirement system.

• Assists the Executive Director in providing administrative support to the Board of Trustees and board subcommittees through data gathering, submission of reports, oral presentations, and consultation with staff.

• Manages agency efforts in knowledge capture and standardization of policies and processes.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational and organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES: (NOTE: These are expected of an employee performing the work of this job at the full performance level. These will not be for merit system evaluation or examination purposes and are not position-specific performance standards.)

• Knowledge of retirement, investment, and pension plan programs and service delivery.

• Knowledge of the concepts and capabilities of agency business information technology systems; human resources programs; and administrative functions including facilities, procurement, and other general support functions.

• Ability to evaluate agency program effectiveness to identify problems, devise solutions, and develop consensus and cooperation among competing interests.

• Ability to evaluate agency programs for the development and modification of operations, policies, and procedures.

MINIMUM EXPERIENCE AND TRAINING (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Eight years of professional administrative experience which includes four years of managerial experience overseeing administrative, human resources, or information technology operations; and a bachelor’s degree;

or

• An equivalent combination of experience and training which includes four years of managerial experience overseeing administrative, human resources, or information technology operations.
