MOTOR VEHICLE PROGRAM SUPERVISOR 1
DEFINITION: This is supervisory and administrative work directing the operations of a division of limited difficulty and complexity in the state motor vehicles program.
An employee in this class plans, supervises, and coordinates the operations of a division of limited difficulty and complexity in the state program for the titling and registration of motor vehicles and the licensing of operators. Work involves the establishment of operational procedures and production standards. The employees plans and directs the work of a large clerical staff performing routine tasks, or a smaller clerical and technical staff performing specialized tasks. The work is characterized by seasonal rush periods when the proper utilization of permanent and temporary employees becomes an important responsibility. Duties require initiative and judgment in making operation decisions, but employees are guided by program policies and rules. Work is reviewed by an administrative superior through conferences, reports, and personal observation of operations.
EXAMPLES OF WORK PERFORMED: Plans, supervises, and coordinates operations of limited difficulty and complexity of a division of the state motor vehicles program.
Reviews, analyzes, and establishes procedures necessary for execution of operations and the most efficient utilization of personnel especially during seasonal rush periods.
Directs the maintenance of embossed metal plate files of motor vehicles for which ownership titles have been issued, motor vehicle operators, learners' permits and other registrations and lists; directs the addressing of renewal cards for the annual motor vehicle registration.
Supervises the receipt and storage of license plates and stickers; directs the mailing of license plates, stickers and renewal cards for the annual motor vehicle registration and operators' licenses.
Supervises the ordering of license plates and stickers and controls their issue to other divisions; supervises the preparation of monthly and annual production reports and summaries of receipts, issuance of license plates and stickers, and operators' licenses and permits; directs the investigation and review of bad checks, refunds, and returned license tags and stickers.
Supervises the classification of applications for renewals for motor vehicle registration and operators' licensure, and the numbering, manually or automatically, or renewals according to an approved sequence' supervises the transmittal of receipts to the treasury; supervises the processing of all motor vehicle applications for commercial messengers.
Plans, organizes, and directs a large clerical staff performing routine operations or a smaller clerical and technical staff performing more specialized tasks.
Prepares a variety of statistical, financial, and production reports; reviews and prepares replies to correspondence.
Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Considerable knowledge of the principles and methods of administration and supervision.
Considerable knowledge of modern office management methods, including the utilization of modern office equipment.
Knowledge of the principles and practices of governmental accounting.
Some knowledge of pertinent sections of the Motor Vehicle Code governing the state motor vehicle program.
Ability to plan, organize, and direct the work of others, which may involve a large number of clerical and technical personnel.
Ability to recommend operational changes which will increase the efficiency and effectiveness of the division.
Ability to develop and install administrative and operational procedures and evaluate their effectiveness and efficiency.
Ability to speak and write effectively.
Ability to establish and maintain effective working relationships with subordinates, co-workers and the general public.
MINIMUM EXPERIENCE AND TRAINING: Two years of experience in line management or administrative staff work in a public or private organization; and such training as may have been gained through graduation from a four-year college or university; or any equivalent combination of experience and training.
