MOTOR VEHICLE PROGRAM SUPERVISOR 2

DEFINITION: This is specialized administrative and supervisory work directing operations of a division of moderate difficulty and complexity in the state motor vehicles program or performing staff work of comparable responsibility.

An employee in this class plans, supervises, and coordinates the operations of a division of moderate difficulty and complexity in the state program for the titling and registration of motor vehicles and the licensing of operators; or performs a variety of staff functions on the state director's staff. Work involves the establishment of operational procedures and production standards, and the interpretation and application of provisions of the Motor Vehicle Code. The employee plans and directs the work of a large clerical staff performing routine tasks or a smaller clerical and technical staff performing specialized tasks. Work is characterized by seasonal rush periods when the proper utilization of permanent and temporary personnel becomes an important responsibility. Duties require initiative and judgment in making operational decisions in accordance with he Vehicle Code, but employees are guided by program policies and rules. Work is reviewed by an administrative superior through conference, reports, and personal observation of operations.

EXAMPLES OF WORK PERFORMED: Plans, supervise, and coordinates operations of moderate difficulty and complexity of a division of the state motor vehicles program.

Reviews, analyzes, and establishes procedures necessary for execution of operations and the most efficient utilization of personnel, especially during seasonal rush periods; interprets and applies the provision of the Motor Vehicle Code to operations.

Directs the receipt and classification of a large volume of correspondence regarding all aspects of the motor vehicle program and directs the preparation of replies.

Directs the collection of sales and use taxes for motor vehicles when applications are presented for certificate of titles; supervises the review of applications for exemptions in accordance with the pertinent sales and use tax laws; supervises the transmittal and deposit of taxes to the credit of the general fund.

Directs the organization, maintenance, and use of voluminous files of all registrations issued by the manufacturer's serial number, numerically by make of vehicle, and numerically by tape of registration or license; and a numerical title file.

Serves on the state director's staff; produces special studies on operations; assists in coordinating program operations; assists in administering the national reciprocity program; provides technical assistance to the director on all aspects of the motor vehicle program.

Plans, organizes, and directs a large clerical staff performing routine operations or a smaller clerical and technical staff performing more specialized tasks.

Prepares a variety of statistical, financial, and production reports; reviews and prepares replies to correspondence.

Provides information to the general public, commercial transportation officials, and legislators regarding the Motor Vehicle Code and state motor vehicle program.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Considerable knowledge of the principles and methods of administration and supervision.

Considerable knowledge of modern office management methods, including the utilization of modern office equipment.

Considerable knowledge of the Motor Vehicle Code, pertinent sections of the Sales and Use Tax Act, and related laws and regulations.

Knowledge of the principles and practices of governmental accounting.

Ability to plan, organize, and direct the work of others, which may include a large number of clerical and technical personnel.

Ability to recommend operational changes which will increase the efficiency and effectiveness of the division.

Ability to develop and install administrative and operational procedures and evaluate their effectiveness and efficiency.

Ability to speak and write effectively.

Ability to establish and maintain effective working relationships with subordinates, co-workers and the general public.

MINIMUM EXPERIENCE AND TRAINING: Three years of experience in line management or administrative staff work in public or private organization, including one year with a state motor vehicle program, automobile service organization, motor vehicle manufacturer, or comparable organization associated with the motor vehicle industry which provided experience in the application and interpretation of state vehicle laws; and such training as may have been gained through graduation from a four-year college or university; or any equivalent combination of experience and training.
