MOTOR VEHICLE PROGRAM SUPERVISOR 3
DEFINITION: This is responsible specialized administrative work directing the operations of a complex division of the state motor vehicles program, or performing staff work of comparable responsibility.
An employee in this class plans, supervises, and coordinates the operations of a complex division in the state motor vehicle program for the titling and registration of motor vehicles and the licensing of operators; or performs a variety of staff functions on the state director's staff. Work involves the establishment of operational procedures and production standards and the establishment of operational procedures and production standards and comprehensive interpretation and application of the provisions of the Motor Vehicle Code. Work includes frequent contact with the general public, motor vehicle manufacturers or their representatives, transportation company officials, and various law enforcement officials. An employee plans and directs the work of a clerical and technical staff performing specialized operations. Work is characterized by seasonal rush periods when the proper utilization permanent and temporary personnel becomes an important responsibility. Although the employee in this class works with considerable independence, work is performed with a framework of program policies, rules, and the Motor Vehicle Code. Work is reviewed by an administrative superior through conferences, reports, and personal observation of operations.
EXAMPLES OF WORK PERFORMED: Plans, supervises, and coordinates the operations of a complex division of the state motor vehicles program.
Plans, supervises, and coordinates all operations involved in providing directs personal service to the general public for the processing of applications in compliance with motor vehicle law requirements; provides personal guidance and explanation to the general public concerning the provisions of the Motor Vehicle Code; directs the transmittal of large sums for money.
Plans and directs the classification and examination of applications received through the mail for the titling of motor vehicles under the provisions of the Motor Vehicle Code; plans, directs and coordinates the opening, classification, and routine of all mail concerning the state motor vehicles program.
Serves as chief technical staff assists to the state motor vehicles director; the development and administration of the national reciprocity program; assists the director in administering and coordinating the various operations of the state motor vehicle program; prepares replies to correspondence of a highly specialized and technical nature; assist the director in the of a highly specialized and technical nature; assists the director in the development and implementation of program policies and operations.
Reviews, analyzes, and establishes procedures necessary for the execution of operations and the most efficient utilization of personnel, especially during seasonal rush periods, interprets and applies provisions of the Motor Vehicle Code to operations.
Plans, organizes, and directs work of a technical and clerical staff performing specialized operations.
Provides interpretation of motor vehicle laws and administrative policies to the general public, representatives of motor vehicle manufacturers, and automobile service organizations.
Prepares a variety of statistical, financial, and production reports.
REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Thorough knowledge of the Motor Vehicle Code and related laws and regulations effecting the licensing and classification of motor vehicle.
Thorough knowledge of the principles and methods of administration and supervision.
Considerable knowledge of modern office management methods, including the utilization of modern office equipment.
Knowledge of the principles and practices of governmental accounting.
Ability to plan, organize, direct, and supervise the work of clerical and technical personnel who may be involved in complex operations.
Ability to recommend administrative and operational changes which will increase the efficiency and effectiveness of a division.
Ability to develop and install complex administrative and operational procedures and evaluate their effectiveness and efficiency.
Ability to speak and write effectively.
Ability to establish and maintain effective working relationships with the general public, motor vehicle manufacturers, commercials transportation companies, officials from other states, and service organizations.
MINIMUM EXPERIENCE AND TRAINING: Four years of experience in progressively responsible and varied line management or administrative staff work in a public or private organization, including two years with a state motor vehicles program, an automobile service organization, motor vehicle manufacturer, or other comparable organization associated with the automobile industry which provided experience in the application and interpretation of state motor vehicle laws; and such training as may have been gained from graduation from a four-year college or university; or any equivalent combination of experience and training.
