JOB TITLE: DIRECTOR, BUREAU OF MOTOR VEHICLES

DEFINITION: This is highly responsible administrative work directing all phases of the Department of Transportation’s vehicle registration, titling, safety inspection, and auto emission inspection and control programs.
The employee in this job is responsible for providing broad direction and control over all activities of the Bureau of Motor Vehicles. Work involves responsibility for a large staff comprised of clerical, administrative, and technical support personnel engaged in registering, identifying, and titling all motor vehicles sold, transferred, or brought into the commonwealth, and the collection and deposit of revenues generated by those activities for the Motor License Fund and the tax on the sale of new and used vehicles in the General Fund. Work also involves directing subordinate managers that enforce the financial responsibility provisions of the Vehicle Code to determine insurance compliance required for proper vehicle registration; oversee the operation and quality control of multiple major data processing systems; administer a complex motor vehicle emission inspection and maintenance program; control the ordering, inventory maintenance, issuance, and assignment of license plates for all registered vehicles; develop new license plate issues for special interest groups; provide public counter services which handle titling, registration, driver license renewal, and suspension transactions from Pennsylvania citizens and law enforcement agencies throughout the United States and Canada; and regulate and monitor vehicle dealerships, messenger services, common carriers, and mass transit agencies. The employee in this job oversees the issuance of licenses for official state inspection stations, and enforces and controls complex emission standards commonwealth wide to ensure federal funding continues. Additionally, work includes responsibility for giving direction to a planning, policy development, and public relations program and for providing essential input for recommendations to legislative liaisons to effect revision in the Pennsylvania Vehicle Code through the General Assembly by crafting legislative language, preparing testimony for sponsoring legislators, and implementing procedural changes to improve program effectiveness. Work is performed with considerable independence and is reviewed by the Deputy Secretary for Driver and Vehicle Services through conferences and reports to determine program effectiveness.

Organizes, directs, coordinates, and controls all activities of the Department of Transportation's vehicle registration, titling, safety inspection, and emissions inspections programs.
Assigns work to subordinates in the form of programs or broad objectives, reviews work for results obtained, and resolves problems effecting bureau operations.
Provides guidance and supervision required to accomplish department and administration programs, goals, and objectives.
Directs the review of incoming information such as federal regulations or legislative changes and the development of procedural changes to improve program effectiveness.
Performs considerable public contact involving the presentation of motor vehicle requirements and changes through the news media.
Establishes and maintains effective working relationships with subordinates, departmental administrators, other central office organizations, other state agencies, law enforcement agencies, consultants, and the public.
Interprets the Pennsylvania Vehicle Code and resolves complex technical problems.
Ensures assigned staff is fully utilized and determines overall staffing needs to accomplish critical work programs.
Performs the full range of supervisory duties.
The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

Knowledge of the Pennsylvania Vehicle Code.
Knowledge of the Commonwealth of Pennsylvania laws, rules, and regulations governing the field of motor vehicles.
Knowledge of the policies and procedures governing emission inspection and maintenance, research methodology, and techniques and procedures involved in the collection, validation, analysis, and projection of emission inspection and maintenance data.
Knowledge of motor vehicle types, classification, and serial numbering systems.
Knowledge of the principles and practices of public administration.
Knowledge of personnel budgeting and expense principles.
Ability to coordinate the activities of program areas and resolve conflicts as necessary.
Ability to exercise initiative and judgment in developing, interpreting, and implementing policies and procedures and in analyzing and evaluating the effectiveness of programs.
Ability to plan, direct, and control a statewide motor vehicle and emissions control and maintenance program.
Ability to plan and administer the activities of a large group of professional and technical personnel.
Ability to exercise sound judgment and discretion in applying and interpreting motor vehicle laws and procedures.
Ability to enlist the support and cooperation of various private and public individuals and groups in promoting motor vehicle programs.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):
Eight years of professional administrative experience, which includes five years in a supervisory capacity; and a bachelor’s degree;
