JOB TITLE: DIRECTOR, BUREAU OF ABANDONED MINE RECLAMATION

DEFINITION: This is professional managerial work directing the activities of the Bureau of Abandoned Mine Reclamation in the Department of Environmental Protection.
The employee in this job directs, through subordinate managers, the activities of a professional and technical staff engaged in a variety of duties involving the reclamation of the commonwealth’s abandoned mine lands (AML). Work involves planning, developing, implementing, coordinating, and evaluating programs designed to reclaim abandoned mine sites, control and extinguish underground mine fires and refuse bank fires, control subsidence hazards, mitigate abandoned mine drainage impacts to waterways, and activate AML emergency projects to mitigate health and safety issues resulting from past mining. Work also includes determining goals, objectives, and priorities for the abandoned mine reclamation program; developing rules, regulations, policies, procedures, standards, and guidelines to manage program activities; reviewing proposed legislation for possible impact on the program; and determining and preparing budgetary requests. An important aspect of the work is coordinating program activities with the federal Office of Surface Mining Reclamation and Enforcement (OSMRE) and the mining industry, and representing the program in dealings with federal, state, and local officials. Work is assigned in the form of broad goals and objectives, and the employee exercises considerable independent judgment in determining specific goals, objectives, and program priorities. Work is reviewed upon completion by the Deputy Secretary for Active and Abandoned Mine Operations through reports and conferences for attainment of goals and objectives and overall program quality.

• Directs the planning, development, implementation, coordination, and evaluation of statewide programs involving the reclamation of the commonwealth’s abandoned mine lands.
• Directs the development of statewide policies, technical standards, and procedures for the identification, planning, scheduling, design, construction, and inspection of abandoned mine reclamation and mine drainage abatement projects.
• Reviews and analyzes activity reports to determine work being performed, program trends, and program effectiveness.
• Develops and prepares budget and rebudget requests.
• Coordinates efforts with other bureaus and programs whose work is related to mine reclamation activities.
• Reviews proposed legislation for possible impacts on the abandoned mine reclamation program and recommends whether the department should support or oppose the legislation.
• Interprets for subordinates the rules, regulations, policies, procedures, standards, and objectives of the organization or program.
• Provides advice to staff on unusual or difficult technical and managerial problems.
• Provides advice and information to program staff, state and local officials, and the public regarding Departmental functions, programs, rules, regulations, policies, and procedures relating to abandoned mine sites.
• Represents the bureau or deputate in dealings with federal officials and other commonwealth agencies.
• Travels to various field sites.
• Represents the bureau or department as a member of statewide or national professional organizations including the National Association of Abandoned Mine Land Programs (NAAMLP).
• Develops and delivers speeches and presentations to special interest groups, legislators, media, and the public on bureau programs.
• Performs the full range of supervisory duties.
• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.
• Performs related work as required.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of state and federal laws, rules, regulations, policies, and procedures governing the reclamation of abandoned mine lands.
• Knowledge of the principles, methods, and techniques utilized in an abandoned mine reclamation program.
• Knowledge of the principles and practices of employee supervision.
• Ability to analyze and interpret administrative rules, regulations, policies, and procedures.
• Ability to communicate effectively orally.
• Ability to communicate effectively in writing.
• Ability to establish and maintain effective working relationships.

• Knowledge of programmatic conflict resolution techniques.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):
• Nine years of professional experience coordinating mining engineering or mining reclamation programs, including four years of managerial experience, and a bachelor’s degree in an engineering or a scientific field related to mining or mine reclamation;
or
• An equivalent combination of education and experience which includes four years of managerial experience coordinating mining engineering or mining reclamation programs.
