JOB TITLE: DIRECTOR, BUREAU OF POSTSECONDARY AND ADULT EDUCATION

DEFINITION: This is highly responsible professional educational and administrative work in developing policies and directing a program for the development, improvement, and evaluation of instructional programs for adult basic and literacy education and postsecondary and higher education.

The employee in this job is responsible for directing a program to improve the quality of curricula at all degree-granting and postsecondary institutions of higher education in the commonwealth and for directing the statewide programs for adult basic and literacy education. Work involves developing program policy, goals, and objectives; directing and coordinating the review and evaluation of postsecondary and higher education curriculum and academic standards for compliance with requirements; overseeing the development of regulations, standards, guidelines, courses, and a management plan for adult basic and literacy education; and directing the administration of the state General Education Development (GED) testing program. Work also includes directing the review of applications for new and expanded instructional programs, including the implementation of new programs or strengthening of existing programs and providing statewide leadership for the Adult Education State Plan and collaborating with professional personnel within the department and in local school entities to develop management plans for adult basic and literacy education services. Supervision is exercised over a professional, administrative, and support staff. Work is performed independently and is reviewed by the Deputy Secretary and Commissioner for Postsecondary and Higher Education for program effectiveness and goal attainment.

Develops, recommends, and implements program policy, goals, and objectives.

Prepares and evaluates legislative policy proposals and regulations concerning adult basic and literacy education services and postsecondary and higher education.

Directs the development and evaluation of educational programs of all postsecondary and degree-granting higher education institutions in the commonwealth and the statewide program for adult basic and literacy education.

Evaluates curriculum and academic standards to determine eligibility for new postsecondary and degree-granting programs.

Develops and regulates criteria for program evaluation and approval of postsecondary and higher education and adult basic and literacy education.

Provides information and consultative and advisory services, and makes recommendations to develop and upgrade postsecondary and higher education institutional programs.

Provides assistance to institution officials to assist in the development of innovative and unusual instructional programs and in the use of new technological advances.

Recommends changes and additions to standards regulating the evaluation of academic programs.

Develops and implements a statewide plan for adult basic and literacy education.

Directs the preparation of state plans, guidelines for project applications, requests for proposals, and reports.

Coordinates technical assistance efforts to grantees involved in adult basic and literacy education.

Monitors and evaluates the expenditure of federal and state funds for reimbursement in accordance with federal and state laws relating to programs funded.

Provides liaison with other bureaus, state agencies, and professional associations involved in a functional relationship with adult basic and literacy education.

Serves as consultant and advises the Secretary and the State Board of Education on all matters relating to adult basic and literacy services and postsecondary and higher education.

Performs the full range of supervisory duties.

The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

Knowledge of postsecondary and higher education administration.

Knowledge of the theories, principles, practices, developments, and trends in postsecondary and higher education.

Knowledge of the theories, principles, practices, developments, and trends in adult basic and literacy education.

Knowledge of curriculum planning as applied to higher education.

Knowledge of research techniques and of the sources and availability of data relating to postsecondary and higher education.

Knowledge of practices in the accreditation of institutions and licensure of postsecondary and higher education.

Knowledge of the principles and practices of supervision.

Knowledge of the principles and techniques for teaching adults.

Knowledge of laws and regulations governing adult basic and literacy education.

Ability to interpret and analyze educational programs to determine conformance with standards and regulations.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

Seven years of professional adult basic or higher education experience, including two years in a managerial or supervisory capacity and a bachelor’s degree with major coursework in the field of education or educational administration;
