JOB TITLE: DIRECTOR, BUREAU OF WATERWAYS ENGINEERING AND WETLANDS, DEP

DEFINITION: This is professional managerial work directing the Bureau of Waterways Engineering and Wetlands in the Department of Environmental Protection.

The employee in this job directs professional and technical staff engaged in the development and design of waterways engineering and wetland projects. Work involves determining goals, objectives, and priorities for statewide flood protection, stream improvement, wetlands protection, and waterways engineering programs; developing and implementing regulations, policies, rules, procedures, standards, and guidelines to manage program activities; reviewing proposed legislation for program impacts; and determining and preparing budgetary requests. An important aspect of the work involves coordinating flood control, dam safety, waterways, and wetlands program activities with related federal, state, and local government agencies. Work is assigned in the form of broad goals and objectives and is reviewed by the Deputy Secretary for Water Programs through reports and conferences for attainment of goals and objectives and overall program quality.

• Directs the planning, development, implementation, coordination, and evaluation of waterways engineering and wetland programs and related projects.

• Ensures the incorporation of environmentally sound practices into all flood protection, stream improvement, dam safety, and water resource restoration projects.

• Oversees the management of the Pennsylvania Chapter 105 Dam Safety and Waterway Management regulations and program.

• Develops policies to ensure proper planning, design, construction, maintenance, operation, and monitoring of dams, reservoirs, and flood protection, stream improvement, and water resource restoration projects.

• Directs the development of regulations and guidelines for all bureau programs.

• Coordinates project design activities involving consultants and government agencies.

• Directs and reviews investigations and feasibility studies for proposed flood protection and stream improvement projects.

• Directs outreach programs to provide technical guidance to local government sponsors on the operation and maintenance of projects.

• Directs and coordinates responses to flood emergencies.

• Directs the coordination of cost sharing on large federal flood protection projects.

• Directs the administration of state lands acquired to construct federal flood protection projects.

• Reviews and analyzes activity reports to identify program trends and evaluate program effectiveness.

• Develops and prepares budget and re-budget requests.

• Directs the development of legislative and regulatory initiatives and reviews and makes position recommendations on proposed legislation affecting bureau programs.

• Provides advice and information to design consultants, other government agencies, and the public regarding departmental regulations, policies, rules, procedures, functions, and programs.

• Represents the bureau or deputate in dealings with federal officials and other commonwealth agencies.

• Develops and delivers speeches and presentations to special interest groups, legislators, media, and the public on bureau programs.

• Travels to various field sites.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates' work consistent with operational or organizational requirements.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the state and federal laws, regulations, policies, rules, and procedures governing flood protection and waterways engineering.

• Knowledge of the principles, methods, and techniques utilized in flood protection, water resources restoration, and waterways engineering projects.

• Knowledge of the principles, methods, and techniques utilized in the management, conservation, and restoration of streams, lakes, and wetlands.

• Knowledge of the principles and practices of employee supervision. • Ability to read and interpret administrative regulations, policies, rules, and procedures.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Nine years of professional experience coordinating environmental protection or water resources management programs, including four years of managerial experience; and a bachelor's degree in a biological or engineering field related to water resources;

or

• An equivalent combination of experience and training that includes four years of professional managerial experience in coordinating environmental protection or water resources management programs.
