JOB TITLE: ELECTIONS ANALYST 1

SERIES NATURE OF WORK: The Elections Analyst job series describes professional and administrative work in implementing, maintaining, and ensuring compliance of elections business systems and administrative programs for the Department of State.

DEFINITION: This is beginning level professional and administrative work in documenting, discovering, enhancing, and maintaining elections systems and business processes for their application to information technology systems and agency programs.

An employee in this job provides technical elections assistance, consultation, and system maintenance for the Department of State, and performs a wide variety of administrative duties to assist in the management of agency programs. Work involves engaging stakeholders and compiling feedback for system modifications, troubleshooting system issues, submitting and processing help desk tickets, and analyzing election laws and regulations. Work also involves recommending and implementing policy changes to ensure compliance of commonwealth systems and to determine potential impact to voters and state and county election administration. Work includes analyzing voter registration and voter participation data, such as voter demographics, list maintenance activity, and voter history; maintaining current election information on the Department of State website; facilitating system security tasks, such as determining compliance with election program standards; and assisting with the coordination of technical revisions and the implementation of election program standards, processes, and procedures. Work may involve researching and assisting with the statewide management of a complex election program or area of specialty and coordinating field work in county election offices to ensure compliance with federal and state election laws, regulations, policies, and procedures. Work is performed independently under the general direction of an administrative supervisor and is reviewed for effectiveness, adequacy, and conformance to established standards.

• Assists in implementing administrative, procedural, or policy changes by updating operational procedures and preparing related documents to convey changes to impacted staff.

• Facilitates training and technical guidance to Department of State staff and county election offices on the proper administration and use of election-related applications and systems.

• Supports the planning and implementation of business needs in election technology by analyzing and recommending system changes and participating in requirements gathering and user acceptance testing.

• Participates in pre-election and post-election testing and auditing.

• Serves as a liaison for the bureau with all stakeholders and customers regarding campaign finance and lobbying disclosure to ensure that the department’s application software meets their needs; makes recommendations to update related policies and procedures.

• Monitors and advises counties as to changes to laws and technology pertaining to voting system accessibility to ensure that Pennsylvania’s polling places meet all federal and state accessibility requirements, including physical accessibility and voting system accessibility.

• Reviews existing and proposed federal policies and assists in the development or maintenance of planning documents, policies, procedures, manuals, and forms.

• Applies data and business principles to elections systems and programs to ensure compliance with federal and state laws, regulations, policies, and procedures.

• Troubleshoots system, data, or process problems by interviewing users, replicating the problem, researching potential sources of the problem, and creating help desk tickets for resolution by IT support staff.

• Gathers information for system maintenance through interviews, surveys, research, agency contacts, or system queries.

• Recommends system change requests and assists in planning for the implementation of system changes.

• Assists with organizing and facilitating system enhancements, training, and manuals.

• Performs research, collects data, analyzes information, and prepares reports in line with strategic goals.

• Acts as liaison with county election officials to support election related processes, such as mock elections, election night returns, and election certification.

• Acts as liaison with IT and other entities to facilitate system design, develop solutions, and coordinate end user testing.

• Collaborates with internal and external stakeholders to develop and provide in-person and web-based training and related materials to system users.

• Maintains knowledge of elections laws, regulations, polices, and procedures.

• Performs the full range of supervisory duties.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices of business administration.

• Knowledge of research methods, standards, and practices.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to read, interpret, and apply legislation, regulations, and standards.

• Ability to evaluate and resolve business system problems.

• Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• One year of professional experience evaluating public programs or information technology systems, and a bachelor’s degree in public administration, business administration, public policy, political science, or information technology;

or

• An equivalent combination of experience and training.
