SERIES NATURE OF WORK: The Elections Analyst job series describes professional and administrative work in implementing, maintaining, and ensuring compliance of elections business systems and administrative programs for the Department of State.
DEFINITION: This is complex professional and administrative work in documenting, discovering, enhancing, and maintaining elections systems and business processes for their application to information technology systems and agency programs.
An employee in this job provides complex technical assistance, consultation, and elections system maintenance for the Department of State, and performs a range of management functions for the support of agency programs and integration of complex processing operations. Work involves developing new policies and procedures for data integrity, engaging stakeholders and compiling feedback for system modifications, troubleshooting complex system issues, managing help desk tickets, and coordinating system security tasks. Work includes monitoring system development, conducting testing, and preparing system and user documentation. Work may include managing the county liaison program; managing petition filing and post-election reconciliation and certification processes, the National Voter Registration Act (NVRA) Program and Vote by Mail Program, and other elections programs; and providing training and evaluation to external agencies, such as NVRA agencies and county voter registration offices to ensure compliance and accurate interpretation of election policies and procedures. Work is performed independently under the general direction of an administrative supervisor and is reviewed for effectiveness and conformance to established standards.
DISTINGUISHING CHARACTERISTICS:
• Work is distinguished from the lower-level job by the responsibility for independently evaluating, troubleshooting, and resolving elections system issues, providing technical and business support to voters and county elections officials, and evaluating the limitations of current technology with regard to statutory requirements.

• Plans, analyzes, develops, implements, and evaluates new and existing system functions and guidance related to system requirements.
• Develops new policies and operating procedures based on agency goals and in support of data integrity and develops plans and strategies to improve the operational processes and procedures affecting voter registration databases.
• Applies data and business principles in compliance with election laws, regulations, policies, and procedures.
• Recognizes problems in data system functions, determines fixes, and advises management of solutions to meet user, policy, operational, and management needs.
• Prepares reports outlining progress, project needs, and solutions to complex data or system issues.
• Gathers elections results to be certified for mandatory reporting.
• Creates and facilitates system enhancements, trainings, and manuals for state and county election staff and precinct officials.
• Participates in outcome discussions, develops processes in line with strategic goals, and oversees and coordinates efforts to meet those goals.
• Acts as a point of contact for county elections offices and a lead analyst for elections programs.
• Acts as liaison with county election officials to support election-related processes, such as mock election, election night returns, and election certification.
• Conducts meetings, prepares correspondence, and speaks publicly to gather or give information, resolve complaints, eliminate program barriers, and engender support for program objectives.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of the principles and practices of business administration.
• Knowledge of research methods, standards, and practices
• Knowledge of the use and functionality of Microsoft Office Suite software.
• Ability to analyze and interpret policies, procedures, and regulations.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• One year as an Elections Analyst 1 (commonwealth title);
or
• Two years of professional experience evaluating public programs or information technology systems, and a bachelor’s degree in public administration, business administration, public policy, political science, or information technology;
or
• An equivalent combination of experience and training.
