SERIES NATURE OF WORK: The Elections Analyst job series describes professional and administrative work in implementing, maintaining, and ensuring compliance of elections business systems and administrative programs for the Department of State.

DEFINITION: This is supervisory or highly complex professional and administrative work in documenting, discovering, enhancing, and maintaining elections systems and business processes for their application to information technology systems and agency programs to ensure compliance with election law.

An employee in this job provides supervisory or advanced technical assistance, consultation, and elections system maintenance for the Department of State by performing the full range of management functions for an organizational unit or directing program operations requiring the integration of several complex processing operations. Work involves defining and prioritizing issues identified by external and internal stakeholders; developing solutions and identifying staff to assist with their implementation; reviewing, analyzing, and developing program policies and operating procedures; and performing varied and complex tasks related to statewide election programs, such as identifying the impact of new election laws and regulations, implementing changes to voting systems and procedures, and developing and implementing methods to update and improve the integrity of election processes. Work includes managing system change requests, monitoring system development, conducting testing, and preparing system and user documentation. Work is performed independently within the framework of existing laws and policies and under the general direction of an administrative supervisor who reviews the work for effectiveness and conformance to established standards.

   DISTINGUISHING CHARACTERISTICS:

• Work at this level may involve supervising lower-level Elections Analysts or other staff.

• Non-supervisory work at this level is distinguished from the lower-level jobs based on the responsibility for overseeing major projects or programs, such as managing grants and      funding related to county grant applications for election funding, or overseeing and coordinating the processes related to examining and certifying voting systems and                 electronic poll books.

• Leads or supervises lower-level analysts in collecting, analyzing, and documenting technical data and program standards.

• Develops program policies and operating procedures to attain division goals.

• Manages escalated helpdesk tickets and maintains communication with users to ensure successful reporting.

• Sets priorities for solutions to be implemented to meet user and operational needs.

• Creates and implements quality control procedures and guidelines.

• Prepares reports outlining progress, project needs, and solutions to complex data or system issues.

• Researches, examines, and identifies process improvement opportunities relating to election technology.

• Assists with development of IT modules used for election administration platforms and learning modules for election administration training.

• Analyzes legislation or business documentation to determine necessary changes to information technology systems or business processes to meet agency initiatives.

• Provides expertise to county election officials on the security, configuration, programming, and operations of election technology and administration.

• Acts as liaison with county election officials to support election related processes, such as mock election, election night returns, and election certification.

• Conducts meetings, prepares correspondence, and speaks publicly to gather or provide information, resolve complaints, eliminate program barriers, and engender support for program objectives.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices of business administration.

• Knowledge of state and federal elections laws and regulations.

• Knowledge of the principles and practices of election administration.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to analyze and interpret policies, procedures, and regulations.

• Ability to communicate effectively in writing.

• Ability to communicate effectively orally.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• One year as an Elections Analyst 2 (commonwealth title);

or

• Three years of professional experience evaluating public programs or information technology systems, and a bachelor’s degree in public administration, business administration, public policy, political science, or information technology;

or

• An equivalent combination of experience and training.
