JOB TITLE: ELECTIONS SYSTEMS MANAGER

JOB CODE: 09805

DEFINITION: This is highly responsible managerial and advanced professional work in the analysis, implementation, and maintenance of elections systems.

The employee in this job serves as the business owner and subject matter expert for election technology in the Commonwealth of Pennsylvania. Work involves supervising an Elections Analyst 4 and directing professional staff engaged in system security, business process analysis and configuration, system certification, and data analysis and management. Work involves overseeing the implementation of elections systems, security, and data governance policies, processes, and procedures and leading the business and systems analysis aspects of major election technology initiatives. Work also involves directing collaborative efforts with department staff, county election officials, federal partners, and vendors to ensure secure, functional, and compliant project outcomes. Work is performed independently and is reviewed through reports and conferences for overall system compliance and effectiveness.

• Serves as the primary business owner for elections systems, including overseeing user access, requirements development, and integrations across multiple applications and stakeholders.

• Manages business process analysis, documentation and design, and system configuration efforts to improve elections systems and user functionality.

• Oversees county-level voting system certification and electronic pollbook approval processes and ensures that associated implementations are secure and compliant with the Pennsylvania Election Code and Pennsylvania Department of State standards.

• Oversees the functionality and user experience of elections reporting systems used by counties and coordinates technical support, training, and issue resolution across information technology (IT) and vendor teams.

• Oversees the planning, implementation, and validation of elections systems deployments and upgrades, including pilot testing with counties to ensure system functionality meets Pennsylvania election regulations and codes.

• Conducts advanced data validation, reconciliation, and analysis to support public reporting, litigation, and executive-level decision-making and communications.

• Implements policies for the operation, security, and data governance of elections systems’ use, administration, and associated business processes.

• Coordinates with IT and vendor partners on the implementation, customization, and testing of system enhancements to ensure alignment with stakeholder needs and compliance with laws and policies.

• Directs the response to user-reported issues and elections systems outages or incidents in coordination with IT and vendor partners to ensure timely resolution and service continuity for counties.

• Performs the full range of supervisory duties.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles, practices, and methods of business and systems analysis.

• Knowledge of information systems certification requirements, operational workflows, and data reporting standards.

• Knowledge of data governance principles and best practices related to data accuracy, security, and compliance.

• Knowledge of information security standards and best practices as applied to software configuration and infrastructure and data collection and storage.

• Knowledge of the principles and methods of IT project management and the application to IT systems development.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to read and interpret election laws and regulations.

• Ability to develop functional specifications based on the analysis of business processes.

• Ability to plan and implement technology deployments.

• Ability to analyze data sets to identify trends, inconsistencies, or compliance issues.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Seven years of professional experience evaluating, developing, or administering public policy or public programs which includes three years of information technology (IT) project management experience and business process analysis or systems analysis experience, and a bachelor’s degree in information technology, public administration, political science, or a related field;

or

• An equivalent combination of experience and training which includes three years of IT project management experience and business process analysis or systems analysis experience.
