DISTRICT LOTTERY SUPERVISOR

DEFINITION: This is technical and supervisory work in directing a lottery ticket marketing and distribution program in a district.

An employee in this class is responsible for supervising the activities of a staff engaged in promoting Commonwealth lottery sales and ticket distribution in a lottery district. Supervision includes assigning and reviewing work; interpreting the laws, rules, regulations, and policies; evaluating employee performance; interpreting labor agreements; resolving complaints and grievances; and training staff. Considerable public contact is required in directing the promotion of lottery sales, enforcing rules and regulations, and maintaining public confidence in lottery program activities. Work includes collecting data on market conditions and trends and increasing the sale of lottery tickets through intensive promotional work. Performs the liaison functions between sales agents, banks, and the central lottery staff. Work is performed with considerable independence, subject to review by an administrative superior through conference and the evaluation of reports.

EXAMPLES OF WORK: Supervises a staff of district lottery representatives and support personnel in a lottery district in the promotion of lottery sales and the distribution of lottery tickets and forms.

Plans and organizes work, assigns work, determines work flow, and review work performance.

Prepares and signs employee performance evaluation reports.

Interviews prospective employees and recommends selection or ranks applicants in terms of preferability for employment.

Receives grievances and complaints, conducts initial investigation into causes and conditions, discusses with employee, and resolves or recommends solutions to grievances and complaints.

Receives, reviews and approves or disapproves leave requests.

Interprets contractual and administrative rights and obligations for employees and modifies work environment or process to conform to changing conditions.

Trains staff personnel in marketing techniques and practices.

Collects data on marketing trends to be used in determining the effectiveness of marketing techniques and the feasibility of new programs.

Works with public and private organizations to increase sales.

Speaks about lottery programs before various groups.

Prepares and evaluates reports of lottery activities within a lottery district.

Responds to inquiries from lottery sales agents and the public to maintain a high degree of confidence in lottery program objectives.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of marketing and sales principles and practices.

Knowledge of the Commonwealth's lottery law.

Knowledge of principles and practices of public administration.

Ability to plan, organize, and assign work to subordinates.

Ability to evaluate employee performance and prepare employee Performance Evaluation Reports.

Ability to read and interpret collective bargaining contracts applicable to the work performed by the unit.

Ability to plan, organize and supervise Commonwealth lottery promotional programs in a lottery district.

Ability to supervise the distribution and collection of lottery tickets and promotional material, and the collection and organization of data related to marketing.

Ability to express ideas clearly and concisely, orally and in writing, and to speak effectively before large groups.

Ability to establish and maintain effective working relationships with associates, subordinates, and the public.

MINIMUM EXPERIENCE AND TRAINING: Six years of progressively responsible experience in sales or marketing;

Two years of experience as a District Lottery Representative;

                                                                                                                                                         or

Any equivalent experience and training.

NECESSARY SPECIAL REQUIREMENTS:

Possession of a valid motor vehicle operator license.
