DEPUTY EXECUTIVE DIRECTOR FOR MARKETING AND PRODUCT DEVELOPMENT, REVENUE

DEFINITION: This is managerial and administrative work in directing the product development and design and marketing programs of the Pennsylvania State Lottery in the Department of Revenue.

The employee in this job directs the product development and design, consumer marketing, advertising, consumer research, regulatory formulation, and Lottery drawings programs by planning and evaluating the activities of the programs. Work involves researching such topics as lottery industry game development and lottery trends; directing the development of instant and on-line games and prices; directing the development of regulations and policies for instant and on-line games; and directing a vendor in designing lottery tickets to ensure compliance with the requirements of the Pennsylvania State Lottery. Work includes directing a vendor in developing advertising and promotional programs for the Pennsylvania State Lottery and overseeing the development of Media Plans in the allocation of monies for advertisements. Work also involves directing the solicitation of new players; developing methods to retain and reward current players; developing an overall marketing strategy; directing the development of incentive programs for retailers to increase sales; and ensuring that Pennsylvania State Lottery drawings are in compliance with established standards. General direction is received from the Executive Director, and work is reviewed through conferences and reports to determine achievement of goals, objectives, and conformance with established policies, procedures, and regulations.

EXAMPLES OF WORK: Directs, through subordinate managers, the activities of the Product Development Division, Consumer Marketing Division, and the Drawing Office of the Pennsylvania State Lottery.

Directs research and planning projects concerning lottery activities and operations.

Oversees and directs advertising strategies and promotional programs designed to increase lottery sales.

Oversees and directs product design and development for instant and on- line games offered for sale by the Pennsylvania State Lottery.

Oversees the development of regulations for each Pennsylvania State Lottery instant and on-line game.

Oversees the Pennsylvania State Lottery Drawing Program to ensure that the integrity, security, and professionalism of each lottery drawing is maintained.

Represents the Pennsylvania State Lottery in meetings with government officials, business organizations, and citizen’s groups.

Develops and implements policies and procedures to ensure the efficiency and effectiveness of the product development, consumer marketing, and drawing functions of the Pennsylvania State Lottery.

Develops and implements programs to enhance sales and marketing initiatives to meet Department goals and objectives.

Prepares marketing budget and procurement requests for submission to the Executive Director and Bureau of Fiscal Management.

Reviews proposed lottery legislation to determine the impact on the Pennsylvania State Lottery.

Prepares reports and correspondence for the Executive Director and Secretary.

Reviews reports, correspondence, and memorandums from subordinate managers to determine subordinate division and office effectiveness and adherence to established goals and objectives.

Meets with staff to inform them of changes to rules, regulations, policies, and procedures.

Reviews and analyzes monthly finance activity reports to determine overall effectiveness of sales and marketing functions of the Bureau.

Develops performance measures and establishes objectives to achieve Department goals.

The employee in this job may participate in the performance of the subordinates’ work consistent with operational or organizational requirements.

Performs the full range of supervisory duties.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES: Knowledge of public administration principles and practices.

MINIMUM EXPERIENCE AND TRAINING: Seven years of administrative experience in marketing, including three years in a senior level management capacity and a bachelor’s degree;

Five years of Lottery industry experience, including three years in a senior level management capacity and a bachelor’s degree;

                                                                                                                                                           or

An equivalent combination of experience and training.
