DISTRICT LOTTERY REPRESENTATIVE

DEFINITION: This is technical work in the promotion of Commonwealth lottery sales in a district through market expansion and the improvement of marketing practices.

An employee in this class performs a variety of duties in implementing a marketing program to assist licensees in the promotion and sale of lottery tickets. Work involves coordinating the advertising, distribution, and control of materials related to the sale of lottery tickets, evaluating applications for lottery sales licenses, evaluating the performance of sales agents to insure compliance with departmental policies and making recommendations concerning specific licenses based on marketing studies, sales patterns, and other available information. Work includes duties as route man for delivery of tickets and pick-up of return from banks and as liaison between sales agents and banks. Work is performed with considerable independence, but is reviewed upon completion by the supervisor through conferences and the evaluation of reports.

EXAMPLES OF WORK: Conducts lottery promotional activities in a lottery district.

Participates in marketing studies to determine the effectiveness of marketing techniques and the feasibility of new programs.

Prepares reports of lottery activities and recommends appropriate action.

Responds to inquiries from sales agents and the public on departmental policies and procedures as they relate to lottery programs.

Coordinates advertising, distribution, and control of materials related to lottery marketing; delivers and picks up tickets and forms on a weekly basis; provides liaison between sales agents and banks in connection with reconciliation or other problems.

Reviews and evaluates the performance of licensees to determine compliance with procedures and their effectiveness in achieving sales objectives.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILL, AND ABILITIES: Knowledge of marketing and sales principles and practices.

Ability to plan, organize and carry out a promotional program in a lottery district in accordance with the provisions of the Commonwealth's lottery laws and programs.

Ability to express ideas clearly and concisely, orally and in writing.

Ability to establish and maintain effective working relationships and public contacts.

MINIMUM EXPERIENCE AND TRAINING: Four years of experience in progressively responsible sales or marketing work.

NECESSARY SPECIAL REQUIREMENT: Possession of a valid motor vehicle operator's license.
