HIGHWAY DESIGN SUPERVISOR
DEFINITION: This is professional supervisory work in designing highway projects.
An employee in this class supervises and participates in the preparation or review of complete sets of plans for complex highway projects such as multi-lane, heavy traffic routes with interchanges and complicated environmental, economic, and right-of-way constraints, and/or supervises the preparation of complete sets of plans for several less complex projects, such as resurfacing, maintenance, or lane widening routes requiring minimal attention to environmental, economic, or right-of-way constraints. Work is performed through the use of Computer Aided Drafting and Design (CADD) instruments as well as conventional techniques and methods and involves following complex design procedures in performing assignments and supervising designers and technicians in design and drafting phases. Assignments are performed independently and reviewed upon completion by a managerial supervisor for accuracy, adherence to established technical standards, and results obtained.
EXAMPLES OF WORK: Supervises the work of Highway Designers in designing less complex highway projects or phases of complex projects, such as multi-lane, heavy traffic routes with interchanges and complicated environmental, economic, and right-of-way constraints.
Supervises employees engaged in determining quantities, costs, and placement of materials on proposed projects, including concrete, pipes, and culverts.
Trains and supervises Highway Design Technicians and Highway Designers.
Supervises the administration and coordination of a specialized engineering district function such as planning and programming, grade crossing, transportation systems management, pavement evaluation, and safety design liaison.
Supervises an engineering district's project proposal and estimate preparation function to include special provisions and indicating specifications, quantities, and descriptive material as indicated in related specifications.
Coordinates work of unit or organization with other units or organizations.
Initiates corrective disciplinary action for minor misconduct by employees and recommends major corrective disciplinary actions or dismissals.
Interprets contractual and administrative rights and obligations for employees and modifies work environment or process to conform to changing conditions.
Receives grievances and complaints, conducts initial investigation into causes and conditions, discusses with employee, and resolves or recommends resolution to grievance or complaint.
Prepares employee performance evaluation reports.
Approves leave, schedules personnel and authorizes or assigns overtime.
Reviews complete sets of design plans prepared by consultants for technical standards and adherence to applicable specifications.
Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of CADD methods, instruments, materials, principles, and practices applied in the locations and design of highway projects.
Knowledge of the drafting methods, instruments, materials, and techniques used in highway design.
Knowledge of highway construction methods and materials and the preparation of cost estimates and specifications.
Knowledge of the principles of effective supervision.
Knowledge of algebra, plane geometry, and trigonometry.
Knowledge of departmental drafting standards.
Knowledge of the symbols used in drafting.
Skill in the development of final plans from engineering instructions and calculations.
Ability to do complex highway design work.
Ability to read and interpret maps, plans, blueprints, survey notes, and other records.
Ability to plan and supervise the work of technical subordinates.
Ability to establish and maintain effective working relationships with associates, subordinates, and consultants.
MINIMUM EXPERIENCE AND TRAINING: One year as a Highway Designer.

Two years of professional experience in highway design work including six months of CADD operation; and a Bachelor's Degree in civil engineering, or a closely related field.
or
Five years of professional experience in highway design work including six months of CADD operation; and an Associate's Degree in civil engineering, drafting, or design technology.
or
Any equivalent combination of experience and training.
