LANDSCAPE DESIGNER SUPERVISOR

DEFINITION:

This is supervisory work in the field of landscape architecture.

An employee in this class supervises and coordinates the preparation of plans and specifications for the construction or renovation of several complex state parks, recreational areas, or similar land areas; or directs the formulation of pre-design plans for the location, cost, priority, and rough layout of state parks, recreational areas, roadside rests, scenic strips, and overlooks. Work may include coordinating and reviewing designs prepared by consultant architects or similar work of equivalent scope and complexity. Supervision is exercised over a moderate-size staff of professional and technical employees. Work includes assigning and reviewing work; evaluating employee performance; interpreting labor agreements; resolving complaints and grievances; and providing for the training of staff. Employees work with considerable independence under the direction of a professional superior who evaluates results for overall quality and attainment of goals.

EXAMPLES OF WORK:

Supervises a staff of professional and technical employees engaged in the preparation of plans and specifications necessary to construct, restore, or expand state parks, recreational areas, roadside rests or scenic overlooks.

Prepares and signs employee performance evaluation reports.

Interviews prospective employees and recommends employee selection or ranks applicants in terms of preferability for employment.

Receives grievances and complaints, conducts investigation into cause and conditions, discusses with employee, and resolves or recommends solutions to grievances and complaints.

Receives, reviews and approves or disapproves leave requests.

Interprets contractual and administrative rights and obligations for employees and modifies work environment or process to conform to changing conditions.

Trains or requests further education and training for subordinates.

Directs and controls all activities related to a specific portion of the highway landscape design program.

Inspects project construction; makes recommendations in order to facilitate project development; solves any contingent problems that might arise.

Coordinates and reviews the work of engineering and architectural consultant firms which are contracted to augment the parks planning and construction program.

Investigates proposed sites to determine their developmental potential and capacity.

Prepares preliminary cost estimates of proposed projects for priority and budgetary consideration.

Plans, organizes, and directs special study surveys to establish criteria for future park designs and use or expansion of existing roadside rest facilities.

Performs technical review of park and recreation area plans submitted by local governments.

Establishes and maintains progressive design standards and procedures.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES:

Knowledge of the principles and practices of landscape architecture.

Knowledge of the principles and practices of building architecture.

Knowledge of engineering principles and practices as applied to landscape architecture.

Skill in developing original designs of state parks, recreational areas, and other major landscape projects.

Ability to evaluate proposed park areas, develop master plans, and compile cost estimates.

Ability to deal effectively with private consultant engineering firms.

Ability to learn to supervise the work of professional and technical personnel in the preparation of plans and specifications for the construction and maintenance of parks and recreational areas.

Ability to evaluate data related to the need and size of parks and recreational areas.

Ability to plan and direct a design program of park and recreational area utilization.

Ability to establish and maintain effective working relationships with subordinates, associates, and the public.

Ability to express ideas effectively, orally and in writing.

MINIMUM EXPERIENCE AND TRAINING:

Two years of experience as a Landscape Designer 2;

                                                                                                                                                          or

A bachelor's degree with major course work in landscape architecture from an accredited college or university; and four years of progressively responsible experience in the practice of landscape architecture;

                                                                                                                                                         or

Ten years of progressively responsible experience in the practice of landscape architecture.

NECESSARY SPECIAL REQUIRMENT:

Possession of a landscape architect license issued by, or acceptable to, the Pennsylvania State Board of Landscape Architects.
