SERIES NATURE OF WORK: The Data Analytics Specialist job series describes professional work that combines the disciplines of statistics, business analysis, and computer programming to design, develop, deliver, and maintain analytic applications and solutions.

DEFINITION: This is advanced analytical and professional work developing and applying varied quantitative analysis and computer programming methods to manage, prepare, analyze, and visualize data for the purpose of identifying trends, solving analytical problems, optimizing performance, or furthering business intelligence.

An employee in this job is responsible for leading all phases of data science projects from inception as a business analysis problem to completion and deployment as an operational analytic application or solution. Work involves evaluating and applying domain knowledge, data management, quantitative analyses, and programming methodologies to develop an analytical approach and project plan; assigning and overseeing the work of project team members; coordinating and facilitating work group meetings; providing regular updates to leadership and stakeholders on project status; and developing policies, procedures, and standards necessary to deploy analytic applications. Work involves leading the resolution of the computationally and quantitatively complex aspects of an application including unique data set retrieval and preparation, database development, mathematical/statistical analyses, hypothesis testing, algorithms and model development, process automation, and visualization design. Work may include developing a standard set of algorithms, models, and scripts to execute analytic applications; researching, recommending, and implementing new data science policies, technologies, and practices specific to a program; or functioning as a supervisor over lower level specialists or statisticians. Work is performed independently and is reviewed by an administrative supervisor for adherence to objectives.

   DISTINGUISHING CHARACTERISTICS:

• Non-supervisory work at this level is differentiated from the Data Analytics Specialist 1 job based on responsibility for leading the end-to-end delivery of data science projects.

• Work may involve supervising Data Analytics Specialists 1, Statisticians 3, or other positions at PSG 08 and below that participate in the planning, development, delivery, and maintenance of analytic applications and solutions.

• Assesses program data analytic needs and identifies opportunities for improving analytics capability through data driven applications and solutions.

• Integrates extensive domain knowledge into the design, development, and implementation of data analytic products and solutions.

• Researches, evaluates, and applies software tools and programming techniques appropriate to the preparation, organization, analysis, and visualization of project data.

• Develops and evaluates new quantitative models to produce statistical results that are accurate and replicable.

• Develops and tracks progress for all phases of data analytic projects, including planning, design, construction, testing, and implementation.

• Evaluates and recommends opportunities to automate computational processes to increase efficiency and accuracy of applications.

• Oversees the identification and evaluation of new data sets and partners with Information Technology (IT) to determine methodology to retrieve, store, organize, and access data.

• Designs and develops complex data visualizations that are interactive and dynamic, providing end users with self-service functionality.

• Accesses, manipulates, and combines disparate data sets using software tools to manage the size and variability of the data and to identify omissions.

• Prepares and presents information to stakeholders on quantitative analysis approach, data limitations, and project findings.

• Provides guidance on using open source data sets and analytical tools, while ensuring compliance with commonwealth policy and law.

• Establishes metrics and measurements for specific analytic applications and provides on-going tracking and reporting to stakeholders.

• Ensures holistic project documentation is captured and archived, including computational logic, data formats, metadata, and methodologies used.

• Partners with IT on data warehouse or database upgrades and transformations to ensure ability to retrieve and report necessary data.

• Partners with IT and program staff to publish and distribute analytic solutions and products ensuring all information is released according to agency and commonwealth policy and law.

• Performs the full range of supervisory duties.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices of statistical, mathematical, and quantitative analysis.

• Knowledge of data management fourth generation languages (4GL) for preparing, analyzing, and visualizing data.

• Knowledge of database querying languages such as SQL.

• Knowledge of data management, transfer, and integration protocols.

• Knowledge of database management and design, including data entry, formatting, storage, and security protocols.

• Knowledge of software development lifecycle.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to think critically and solve business problems.

• Ability to analyze business processes to identify and assess data and functional requirements.

• Ability to analyze, evaluate, and validate quantitative models.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES: (NOTE: These are expected of an employee performing the work of this job at the full performance level. These may not be used for merit system evaluation or examination purposes and are not position-specific performance standards.):

• Knowledge of project management methodology.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• One year as a Data Analytics Specialist 1 (commonwealth title);

or

• Three years of professional quantitative analytical experience utilizing data preparation, statistical analysis, or data visualization software programs and a bachelor’s degree in statistics, applied mathematics, computer science, data science, economics, actuarial science, geographic information systems (GIS), or a related STEM field (science, technology, engineering, and mathematics);

Thirty (30) graduate credits in data analytics or a closely related field may be substituted for one year of the required experience;

or

• An equivalent combination of experience and training.
