TRANSPORTATION CONSTRUCTION MANAGER 1
DEFINITION: This is managerial work in construction and materials inspection.
An employee in this class directs through subordinate supervisors the inspection of materials and workmanship of road or bridge projects or performs managerial and consultative work. Work at this level is characterized by the management of a highway or bridge project encompassing new construction or reconstruction of pavement, single span bridge structures or limited interchanges. The project may also include phases associated with earthwork, drainage and guiderail installation. Work requires the interpretation of contract requirements through analysis of specifications and drawings, and the application of a variety of testing and inspection techniques. Work includes planning and organizing work, assigning work of subordinate supervisors reviewing work performance, evaluating employee performance, recommending employee selection, receiving and answering grievances, and approving leave. Assignments require independent judgment in making on-site technical decisions. Work is assigned with general instructions and specific objectives by a technical supervisor who reviews work for results obtained.
EXAMPLES OF WORK: Directs, through subordinate supervisors, the inspection of highway or bridge projects encompassing new construction or reconstruction of pavement, single span bridge structures or limited interchanges such as those at grade level without cloverleafs and multiple overpasses.
Supervises or prepares periodic cost estimates and progress reports summarizing, in detail, the project work activities including records of labor, material, and equipment used.
Ensures that construction is in conformance with approved codes, plans, and specifications.
Plans and organized work, assigns work, determines work flow, and reviews performance.
Prepares or reviews and signs employee performance evaluation reports.
Receives grievances and complaints, conducts initial investigation into causes and conditions, discusses with employees, and resolves or recommends solutions to grievances and complaints.
Receives, reviews, and approves or disapproves leave requests.
Interprets contractual and administrative rights and obligations for employees and modifies work environment or process to conform to changing conditions.
Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and methods applied in inspecting and testing materials used in highway and bridge inspection.
Knowledge of engineering principles and practices applied in the highway and bridge construction inspection.
Knowledge of the use of materials and their placement in construction.
Knowledge of the stages in construction when possible defects and violations may be most easily observed and corrected.
Knowledge of mathematics at the GED 4 level.
Knowledge of basic geometry and trigonometry.
Knowledge of employee contract provisions effecting the work organization.
Ability to operate standard surveying instruments.
Ability to interpret and explain construction codes, plans, and specifications, and to enforce compliance with them.
Ability to establish and maintain effective working relationships with associates, contractors, and public officials.
Ability to work under adverse weather conditions and on hazardous terrain.
MINIMUM EXPERIENCE AND TRAINING: One year of experience as a Transportation Construction Inspector Supervisor.

Four years of experience in construction inspection, including one year in a supervisory capacity; and graduation from high school or equivalent certification of formal training. Completion of a training program in construction inspection sanctioned by the using agency may be substituted for high school graduation. An Associate Degree in an engineering or closely related technology may be substituted for one year of the required non-supervisory experience.
