TRANSPORTATION CONSTRUCTION MANAGER 2

DEFINITION: This is managerial work in construction and materials inspection.

An employee in this class directs through subordinate managers the inspection of materials and workmanship on complex road and bridge construction projects or performs managerial or consultative work. Work at this level is characterized by functioning as the manager of projects encompassing a variety of major work operations running concurrently such as the construction of multi-lane roadways and multi-span bridge structures encompassing interchanges and overpasses, lighting, guiderail, erosion and sedimentation control and maintenance and projection of traffic. Work requires the interpretation of construction plans and specifications for all types of construction projects. Work involves planning and organizing work, assigning work, reviewing work performance, evaluating employee performance, interviewing and recommending employee selection, reviewing and answering grievances, and approving leave. Assignments require an extensive knowledge of testing and inspection techniques, and involve considerable independence in planning work details and making technical decisions. Work is assigned in the form of general objectives by a technical supervisor who reviews work for results obtained.

EXAMPLES OF WORK: Directs through subordinate managers the inspection of highway and bridge projects encompassing a variety of major work operations running concurrently such as the construction of multi-lane roadways encompassing interchanges and overpasses, and multi-span bridge structures, lighting, guiderail, erosion and sedimentation control and maintenance and protection of traffic.

Directs the issuance of special hauling and occupancy permits in a PennDOT Engineering District; supervises and participates in the inspection of roadway restorations resulting from occupancies; meets with consultant representatives and municipal engineers concerning proposed projects requiring a permit.

Plans and organizes work, assigns work, determines work flow, and reviews work performance.

Prepares or reviews and signs employee performance evaluation reports.

Interviews prospective employees and recommends employee selection or ranks applicants in terms of preferability for employment.

Receives grievances and complaints, conducts initial investigation into causes and conditions, discusses with employee, and resolves or recommends solutions to grievances and complaints.

Receives, reviews, and approves or disapproves leave requests.

Interprets contractual and administrative rights and obligations for employee and modifies work environment or process to conform to changing conditions.

Reviews work for adherence to applicable policies, contract requirements, established state and technical standards, and timely completion of projects.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and methods applied in inspecting and testing construction materials.

Knowledge of engineering principles and practices applied in highway and bridge construction.

Knowledge of the use of materials and their placement in construction.

Knowledge of the stages in construction when possible defects and violations may be most easily observed and corrected.

Knowledge of mathematics at the GED 4 level.

Knowledge of basic geometry and trigonometry.

Knowledge of employee contract provisions effecting the work organization.

Knowledge of the principles of records maintenance, staff utilization, and bargaining contract administration.

Knowledge of the principles and practices of safety applicable to the work performed by the unit.

Ability to operate standard surveying instruments.

Ability to effectively supervise employees.

Ability to plan, organize, assign, and evaluate the work of subordinates.

Ability to interpret and explain construction codes, plans, and specifications, and to enforce compliance with them.

Ability to prepare and/or review cost estimates and technical reports.

Ability to establish and maintain effective working relationships with associates, contractors, and public officials contacted in the work.

Ability to work under adverse weather conditions and on hazardous terrain.

MINIMUM EXPERIENCE AND TRAINING: One year of experience as a Transportation Construction Manager 1.

Five years of experience in construction inspection, three of which shall have been in a supervisory capacity, and graduation from high school or equivalent certification or formal training. Completion of a training program in construction inspection sanctioned by the using agency may be substituted for high school graduation. An Associate Degree in an engineering or closely related technology may be substituted for one year of the required non-supervisory experience.
