TRANSPORTATION CONSTRUCTION MANAGER 3

DEFINITION: This is managerial work in construction and materials inspection for highway and bridge projects.

An employee in this class acts as assistant to a transportation district construction engineer by direction all inspection of materials, construction workmanship for a number of projects or performs managerial work of equivalent scope and complexity. Emphasis of this work is upon directing a large staff responsible for inspecting all types of highway construction projects. Work requires the interpretation and analysis of the most complex plans and specifications for implementation by project inspectors.  Supervision is exercised over subordinate supervisors who are responsible for materials testing, and construction inspection. Work involves planning and organizing work, assigning work, determining work flow, reviewing work performance, evaluating employee performance, interviewing and recommending employee selection, receiving and answering grievances, and approving leave requests. General objectives are received from a professional supervisor and considerable independence is exercised in the accomplishment of project objectives. Work is reviewed through discussion of assignments for adherence to applicable policies, timely completion of projects and results obtained.

EXAMPLES OF WORK: Acts as assistant to the district construction engineer by directing all construction activities for a significant portion of the district highway construction program.

Acts as assistant to the district construction engineer by coordinating all project support service activities including compaction control, field project records, materials plants and work order preparation.

Plans and organizes work, assigns work, determines work flow, and reviews work performance.

Prepares or reviews and signs employee performance evaluation reports.

Interviews prospective employees and recommends employee selection or ranks applicants in terms of preferability for employment.

Receives grievances and complaints, conducts initial investigation into causes and conditions, discusses with employees, and resolves or recommends solutions to grievance and complaints.

Receives, reviews, and approves or disapproves leave requests.

Interprets contractual and administrative rights and obligations for employees and modifies work environment or process to comform to changing conditions.

Plans, directs, and coordinates the activities of a large professional and technical staff engaged in materials and construction inspection of several of the most complex projects, resolves discrepancies between project inspectors, designers, and contractors.

Reviews cost estimates and progress reports from the resident field inspectors; resolves all progress and cost deviations; interprets contract requirements for subordinates and contractors.

Supervises the allocation of Liquid Fuels Revenue and develops practices and procedures governing the administration of Liquid Fuels Revenue to be provided to political subdivisions or provides assistance and direction in the inspection of construction materials and workmanship on approved projects.

Determined the utilization of assigned personnel for all inspection projects under supervisory control.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and methods applied in inspecting and testing materials and construction workmanship in highway and bridge construction.

Knowledge of the use of materials and their placement in construction or electrical operations.

Knowledge of engineering principles and practices.

Knowledge of mathematics at the GED 4 level.

Knowledge of operation of standard surveying instruments.

Knowledge of employee contract provisions effecting the work organization.

Knowledge of the principles of records maintenance, staff utilization, and bargaining unit contract administration.

Knowledge of the principles and practices of safety applicable to the work performed by the unit.

Skill in supervising employees.

Ability to plan, organize, and evaluate the work of subordinates.

Ability to interpret and explain construction codes, plans, and specifications and to enforce compliance with them firmly and tactfully.

Ability to communicate effectively, orally and in writing, to prepare and review technical reports and prepare administrative reports.

Ability to establish and maintain effective working relationships with associates, contractors, and public officials contacted in the work.

Sufficient physical stamina to work under adverse weather conditions and on hazardous terrain.

MINIMUM EXPERIENCE AND TRAINING: One year of experience is a Transportation Construction Manager 2.

Eight years of progressively responsible and varied experience in construction inspection, and four of which shall have been in a supervisory capacity, and graduation from high school or equivalent certification of formal training. Completion of a training program in construction inspection sanctioned by the using agency may be substituted for high school graduation. An Associate Degree in an engineering or closely related technology may be substituted for one year of the required non- supervisory experience.

Four years of progressively responsible and varied experience in construction inspection three of which shall have been in a supervisory capacity and a Bachelor's Degree in engineering, physical science, mathematics, statistics or transportation technology.

Any equivalent combination of experience and/or training which provides the required knowledges, skills, and abilities.
