MUNICIPAL SERVICES SUPERVISOR

DEFINITION: This is first level supervisory and administrative work in directing the municipal services function of a Transportation Engineering District.

An employee in this class supervises a District Municipal Services Section responsible for the regulation and inspection of all highway related maintenance, improvement, and construction projects within the Transportation Engineering District. Work involves the supervision of a staff of Municipal Services Specialists who perform feasibility reviews to determine actual need, economic justification, and public necessity; develop recommendations on the amount of liquid fuel funds that should be disbursed; monitor construction operations to ensure compliance with specifications, regulations, and project safety; administer construction project records; and disburse funds to contractors. The employee makes determinations on municipal assignments and ensures that an equitable distribution of work is maintained among the staff. Employees provide guidance and direction to subordinates when they meet with city, county, township, and other municipal officials to discuss proposed projects, advise them on various aspects throughout the life of the projects, and provide technical advice in respect to problems and inspection activities. Employees also assist subordinates on crucial problems that require an in- depth interpretation and analysis of contract requirements; municipal roadway construction or maintenance plans, specifications, and drawings; and inspection and test results. General objectives are received from the regional manager and considerable independence is exercised in the accomplishment of program objectives. Work is reviewed through discussion of district projects for adherence to applicable policies, timely completion of projects, and results obtained.

EXAMPLES OF WORK: Directs, coordinates, and reviews all district municipal service program activities.

Supervises a staff of Municipal Services Specialists who regulate and inspect all highway related maintenance, improvement, and construction projects within the district.

Makes determinations on municipal assignments and ensures that an equitable distribution of work is maintained among staff.

Provides guidance and direction to subordinates when they meet with city, county, township, and other municipal officials to discuss proposed projects, advise them on various aspects throughout the life of the projects, and provide technical advice in respect to problems and inspection activities.

Assists subordinates in resolution of crucial problems relating to projects in their assigned group of municipalities.

Meets with municipal officials to review state liquid fuel tax funded municipal highway project proposals and construction to ensure compliance with the state regulations, construction code, contract specifications, and project safety requirements; advise officials on all aspects of proposed projects including highway relocation, new highway construction, highway resurfacing, bridge construction, and related maintenance projects; discuss problems and assist in their resolution; and interpret and explain departmental contract requirements.

Performs investigations to determine the feasibility of and proposed project in the district by reviewing reports and findings on cost, economic justification, and public necessity.

Reviews plans and cost estimates prepared by consulting engineers and municipalities for highway construction projects.

Monitors all construction projects to insure compliance with specifications, regulations, and project safety.

Determines the need for and organizes surveys to obtain current data on types of highways, streets, and bridges and the mileage within each of the municipal subdivisions which is used for determining the amount of liquid fuel funds disbursed to the subdivisions for highway construction, improvement, and maintenance.

Authorizes the expenditures of funds appropriated for the use of the District subdivisions for highway construction, improvement, and maintenance.

Prepares budget reports in connection with District Municipal Services Section activities; prepares project completion forms, listing expenditures by item; and prepares annual expenditure reports for each subdivision and compares with completion forms for accuracy and completeness.

Resolves administrative problems encountered, and investigates and resolves complaints from the public.

Employees in this class may participate in the performance of their subordinates' work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and methods applied in the inspection and testing of construction materials and workmanship; and determining the appropriateness of curvatures, dimensions, and grades of highway facilities.

Knowledge of the principles of effective supervision.

Knowledge of the use and tolerances of materials and their placement in highway construction and maintenance operations.

Knowledge of engineering components and conditions that typify potential problems requiring professional engineering resolution.

Knowledge of referral sources which are available to resolve engineering problems.

Knowledge of high school algebra, trigonometry, and geometry.

Knowledge of the operation of standard surveying instruments.

Knowledge of applicable liquid fuels dispensation laws, labor laws, and eminent domain laws.

Skill in applying a variety of procedures and techniques in performing highway construction inspections and tests.

Skill in determining cost estimates and preparing construction related administrative reports.

Skill in interpreting and explaining construction codes, plans, and specifications.

Ability to plan, assign, and direct the work of a staff of technical specialists, and coordinate and review all district municipal service program activities.

Ability to provide guidance and direction to subordinates when they meet with city, county, township, and other municipal officials to discuss proposed projects, advise them on various aspects throughout the life of the projects, and provides technical advice in respect to problems and inspection activities.

Ability to instruct technicians in the methods and procedures of work.

Ability to enforce compliance with construction codes and specifications, firmly and tactfully.

Ability to resolve crucial problems that arise for subordinates in the construction and maintenance of municipal highway facilities.

Ability to prepare budget reports that are required in the administration of the District Municipal Services activities.

Ability to communicate effectively, both orally and in writing.

Ability to establish and maintain effective working relationships with public officials, associates, and contractors.

Ability to exert sufficient physical stamina in working under adverse weather conditions and on hazardous terrain.

MINIMUM EXPERIENCE AND TRAINING: One year of experience as a Municipal Services Specialist;

                                                                                                                                                       or

Four years of progressively responsible and varied experience either in state and/or municipal roadway construction inspection that included reviewing and interpreting plans, specifications, and cost estimates; or in work involving the interpretation and analysis of state regulations related to municipal construction funding programs;

                                                                                                                                                       or

Three years of experience either in state and/or municipal roadway construction inspection that included reviewing and interpreting plans, specifications, and cost estimates; or in work involving the interpretation and analysis of state regulations related to municipal construction funding programs; and an associate's degree;

                                                                                                                                                       or

Two years of experience either in state and/or municipal roadway construction inspection that included reviewing and interpreting plans, specifications, and cost estimates; or in work involving the interpretation and analysis of state regulations related to municipal construction funding programs; and a bachelor's degree;

                                                                                                                                                       or

Any equivalent combination of experience and training that included two years of experience reviewing and interpreting plans, specifications, and cost estimates; or in work involving the interpretation and analysis of state regulations related to municipal construction funding programs.
