MUNICIPAL SERVICES MANAGER

DEFINITION: This is administrative and managerial work directing a statewide Municipal Services Program in the Department of Transportation.

An employee in this class manages a Municipal Services Program of allocating liquid fuel tax funds to municipalities in the Commonwealth or manages the state highway transfer program. Work involves providing program direction to the engineering district Municipal Services Supervisors who are responsible for the municipal highway related programs in each district. Work involves developing and administering standard operating procedures and policy recommendations relating to the administrative and technical requirement in monitoring the municipal highway programs; criteria for the approval of construction projects; the disbursement of liquid fuel funds; on-site project compliance requirements; and the administration of project records. The employee meets with district Municipal Services Supervisors and city, county, township and other municipal officials when there is a need for high-level discussion for making a resolution to complex problems. Work involves ensuring that all projects are properly inspected and in compliance with municipal and state codes and standards. General objectives are received, and considerable independence is exercised in the accomplishment of objectives. Work is reviewed by the Bureau Director through discussion or reports for adherence to applicable policies and overall effectiveness.

EXAMPLES OF WORK: Directs, coordinates and reviews the activities of a statewide municipal services program.

Provides direction to the engineering district Municipal Services Supervisors who are responsible for all highway-related maintenance, improvements, construction projects, local road mileage, and state highway transfer program within each district.

Monitors the progress of all municipal projects and all expenditures of highway fund allocations.

Develops and administers policies and procedures relating to program areas such as project monitoring, construction approval criteria, fund disbursements, on site project compliance requirement, project records, inspections and tests and information submission requirements.

Meets with the districts and municipalities in providing functional guidance, assistance and advice in cases of significant magnitude and difficulty.

Ensures all projects are properly inspected and in compliance with municipal codes and state standards.

Coordinates the collection of data to update local mileage information in the Department's Roadway Management Information System (RMIS).

Reviews for the purpose of approving and/or disapproving construction and maintenance applications and pertinent data prior to granting special main- tenance reconstruction or construction projects to assign political subdivisions on which pertinent state funds, county aid funds or special assessments are expended.

Coordinates the Department's statewide highway transfer program per Legislative Acts 1981-81 and 1983-32.

Performs preliminary and final highway and bridge field investigations relating to the highway transfer program.

Manages a staff of subordinate supervisory, administrative, technical and/or clerical positions.

Directs the review of documentation; budget, expenditures and project-related reports from the various municipalities and approves for certification and release of liquid fuel tax funds.

Attends conventions of the various subdivisions as directed and promotes public relations between local municipalities and the Department of Transportation.

Assists the district municipal services sections in the implementation of training programs for municipal personnel as required to increase effectiveness, economy and safety.

Performs related work.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principals of effective supervision and management.

Knowledge of municipal codes, liquid fuels tax laws and State Highway Transfer Law, Acts 1983-32 and 1981-81.

Knowledge of conditions that typify potential problems requiring professional engineering resolutions.

Knowledge of referral sources which are available to resolve engineering problems.

Knowledge of the methods and procedures applied in the preparation of budget and related-fiscal reports.

Knowledge of all applicable liquid fuels dispensation laws, labor laws and eminent domain laws.

Skill in the application of the principles, procedures and techniques used in the inspection and testing of highway construction and workmanship.

Ability to develop the district supervisory and technical staffs to perform effectively in attaining the objective of a municipal services program.

Ability to appraise the district municipal program activities for quality, regulation and inspection of municipal highway construction projects.

Ability to interpret and explain construction and municipal codes in the state highway transfer program.

Ability to manage work activities through the district supervisory staffs in the accomplishment of program goals and objectives.

Ability to enforce compliance with construction and municipal codes and specifications firmly and tactfully.

Ability to provide guidance or resolve highly critical problems that arise in the construction and maintenance of municipal highway facilities.

Ability to communicate effectively both orally and in writing.

Ability to establish and maintain effective working relationships with public officials, associates, management personnel and contractors.

MINIMUM EXPERIENCE AND TRAINING: One year of experience as a Municipal Services Supervisor;

                                                                                                                                                      or

Eight years of progressively responsible and varied technical experience with municipal services activities relating to highway and bridge maintenance or construction programs; three of which shall have been in a supervisory capacity; and graduation from high school. An Associate Degree in an engineering or closely related field may be substituted for one year of the required non- supervisory experience;
