CONSTRUCTION INSPECTOR SUPERVISOR

DEFINITION: This is supervisory work in construction and material inspection.

An employee in this class supervises the inspection of materials and work on a construction project ranging from a small renovation to the erection of a multi-story office, classroom or residential structure containing sophisticated or specialized equipment , controls, or decor. Work requires the understanding of contracts thorough analysis of specifications and drawings. Work also involves providing technical advice to subordinates; checking that construction is performed within prescribed safety measures; notifying contractors of construction materials which must be submitted for testing and approval; ensuring materials and samples are received, identified, and tested; resolving differences between contractors and subordinates; and conducting job conferences with contractors and subordinates. Work involves planning and organizing work, assigning work, reviewing work performance, evaluating employee performance, interviewing and recommending employee selection, and approving leave requests. Work is assigned in the form of general instructions and overall objectives and the employee exercises considerable freedom of judgement in making on-site technical decisions. Work is reviewed by a technical supervisor thorough conferences, reports, and on- site inspections for adherence to established standards and required results.

EXAMPLES OF WORK: Supervises the inspection operations on a construction or renovation project.

Provides technical guidance, interprets plans, specifications, construction codes, and policies for subordinates.

Checks to see that construction is in conformance with approved codes, plans, and specifications.

Reviews contractors' monthly estimates and may assist contractor in preparing estimates to facilitate payments.

Monitors construction for adherence to safety guidelines.

Prepares lists of all materials each contractor must submit for approval.

Ensures that all materials samples are properly received, identified and inspected.

Ensures that all materials which require testing are field tested or sent to appropriate laboratories.

Resolves differences of plan and specification understanding between contractors and employees.

Conducts job conferences involving contractors, design professionals, and inspectors.

Plans and organizes work, assigns work, determines work flow, and reviews work performance.

Prepares and signs employee performance evaluation reports.

Receives, reviews, and approves or disapproves leave requests.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and methods applied in inspection and testing the materials and workmanship involved in the various phases of a construction project.

Knowledge of the use of general construction methods and materials and their placement in construction.

Knowledge of the stages in construction so that defects and violations may be observed and corrected.

Knowledge of the occupational hazards and safety precautions of the various phases of construction.

Knowledge of mathematics at the high school, vocational, or technical school level.

Skill in the application of testing procedures and equipment used in the various phases of construction.

Skill in the understanding of appropriate construction codes, and interpreting plans, specifications, standards, and procedures.

Ability to explain appropriate construction codes, plans, and specifications and to enforce them firmly and tactfully.

Ability to review and evaluate cost estimates.

Ability to plan, organize, assign, and evaluate the work performance of subordinates.

Ability to apply the principles of records maintenance, staff utilization, and bargaining unit contract administration.

Ability to apply the principles and practices of safety applicable to the work performed by the unit.

Ability to supervise employees effectively.

Ability to establish and maintain effective working relationships with associates and contractors.

Ability to communicate clearly and concisely in both oral and written form.

Sufficient physical stamina to work under adverse weather conditions and on hazardous terrain.

MINIMUM EXPERIENCE AND TRAINING: One year as a Building, Electrical, or Mechanical Construction Inspector;

                                                                                                                                                      or

Four years of progressively responsible experience as a carpenter, mason, bricklayer, roofer-tinsmith, electrician, plumber, steamfitter, refrigeration mechanic, pipefitter, HVAC technician or structural ironworker, which has included two years of experience in inspection work, and an associate's degree in either Civil, Electrical, or Mechanical Engineering Technology, or a closely related field;

Three years of progressively responsible experience in the inspection of commercial construction or major renovation work, which required reading and interpreting of plans and specifications, and an associate's degree in either Civil, Electrical, or Mechanical Engineering Technology, or a closely related field;

                                                                                                                                                      or

Any equivalent combination of experience and training.
